Affected by climate change and human activities,the contradiction between supply and demand of water resources in the basin is becoming more and more acute.Scientific and rational allocation of water resources is a key measure to resolve this contradiction.Water efficiency and water equity are the key factors for rational allocation of water resources.The interests and contradictions between the two are the key to the successful allocation of water resources,which is of great significance to the sustainable development of th,e river basin or regional economy and society,herefore,this paper takes the Shaanxi section of the Weihe River Basin as the research object,and uses the energy value theory method to establish a unified value measure of social,economic,ecological and other water resources allocation;based on Maslow's demand hierarchy theory,the fuzzy comprehensive evaluation method is used to construct each The user satisfaction degree function is used to evaluate the difference between regional and departmental satisfactions.Secondly,based on the social welfare function theory,a water resources equilibrium allocation framework considering efficiency and fairness is constructed.Finally,the future is compared and analyzed.Under different scenarios in 2030(prioritizing industrial water,prioritizing ecological water use outside the river and considering water use in various water sectors),the efficiency and equity of water allocation between different regions or between different water sectors can be achieved by realizing water shortage in watersheds.Resource allocation configuration provides theoretical support.The main research results of the thesis are as follows:(1)Established a water resource allocation efficiency function.In order to compare the water use efficiency among different regions or water departments,the energy value theory was used to calcul.ate the water use value of each region and department,and the water resource allocation efficiency function was establ:ished according to the value.(2)Established a water resource allocation fair function.The different levels of demand of the water sector were established by using Maslow's hierarchy of needs.In order to measure the water use status of each region or department,a water satisfaction function for each user based on the fuzzy comprehensive evaluation method was constructed.The relationship between water demand and water distribution is described.Secondly,the Gini coefficient method is used to measure the difference in water satisfaction between regions or departments,so as to characterize the fairness between regions and the coordination between departments.(3)A balanced water resources allocation framework for watersheds considering eff-iciency and fairness is proposed.Considering the water efficiency and fairness of water resources allocation,using the social welfare theory of welfare economics to balance water use efficiency and water fairness,the water resources equilibrium allocation function based on social welfare function is established,and the social welfare function is adopted to consider efficiency and fairness.The theoretical framework for the balanced allocation of water resources in the basin.(4)According to the above theoretical framework,the results of different water resources in the Shaanxi section of the Weihe River Basin in 2030 are compared and analyzed.The results show that the overall efficiency value under Scheme 2.1 is the highest,and the scheme 1.3 is the minimum.The efficiency is 2354.64 and 2314.59 billion yuan respectively.It can be seen from the fairness between the different schemes and the regular configuration.The fairness value under the scheme 1.3 is the largest,which is 0.082.The fairness value under the scheme 2.2 is the smallest,which is 0.069,and the fairness value is increased by 15.9%.It can be seen from the inter-departmental coordination value that the conventional configuration has the largest coordination value of 0.099,while the coordination value of the scheme 1.3 is only 0.014,and the coordination value is reduced by 85.9%.(5)The water resources social welfare function value is calculated by considering the water resource allocation efficiency and fairness under different scenarios.Finally,according to the model optimization principle,the water resources balance allocation scheme of the Shaanxi section of the Weihe River Basin considering efficiency and fairness is recommended.In this way,we will guide the future allocation of water resources in the Weihe River Basin.
