Through the report of the 19 th National Congress of the Communist Party of China,we can be clear that at this stage we are committed to building a socialist modernization power.In addition to satisfying people's needs for material culture,we need to provide them with a more beautiful and livable life and ecological environment.In order to effectively avoid improper competition between local governments and loose environmental regulations,the ecological environment is deteriorating,and the health benefits of residents are impaired.Environmental protection needs to be given equal importance to promoting economic development.Based on this,this paper integrates economic resources,environmental resources and medical and health resources that measure residents' health into the model by constructing the network DEA model,and calculates the environmental resource allocation efficiency of 30 provinces(cities,autonomous regions)in China from 2007 to 2016.At the same time,by referring to the theoretical basis of local government competition and environmental regulation,this paper studies the local government competition represented by attracting competition and the mechanism of provincial environmental regulation on the efficiency of environmental resource allocation based on residents' health.The study found that there is an self-correlation relationship in its global space.Based on the previous research results,the spatial Durbin measurement model was used to conduct research and discussion,and the influencing factors of environmental resource allocation efficiency based on residents' health were explored.In-depth research on local government competition,environmental regulation,industrial structure and public service level was carried out.The results show that there is a relatively significant spatial negative correlation between the efficiency of environmental resource allocation based on residents' health in different regions.In other words,some regions enjoy the results of economic development but export pollution emissions to surrounding areas,that is,“being a neighbor”.From a time perspective,this phenomenon has been alleviated over time.As far as the specific environmental impact factors are concerned,the reduction of sewage discharge costs will directly and obviously improve the efficiency of environmental resource allocation based on residents' health.Encourage local waste management industries to effectively improve pollution treatment efficiency and reduce sewage charges,andultimately improve the efficiency of environmental resource allocation based on residents' health.The impact of foreign direct investment is even stronger.Foreign direct investment has brought capital and technology to the country and brought high pollution.The pressure of environmental protection is mainly due to industrial pollution,and the development of industry is still in a state of resource consumption and extensive growth.Environmental governance still depends on the improvement of human capital and technology to increase the productivity of unit factors and reduce their energy consumption.
