Objective: To analyze the efficiency of the allocation of health resources in Chinese medicine hospitals in various provinces and cities across the country,to explore the main factors affecting the efficiency of resource allocation in Chinese medicine hospitals,and to propose corresponding countermeasures and suggestions.Method: Use the BCC model in the data envelopment analysis(DEA)and the Malmquist index analysis method to analyze the horizontal and vertical dimensions.Results: 1.From the static analysis results,among the health resource allocation efficiency of TCM hospitals in 30 provinces and cities across the country,6 provinces and cities are DEA effective,8 provinces and cities are DEA weakly effective,and the remaining 16 provinces and cities are non-dea DEA is valid.In terms of pure technical efficiency,there are 14 provinces and cities in the country that have achieved efficiency in traditional Chinese medicine hospitals,accounting for 46.7%;16 provinces and cities have not achieved pure technical efficiency and effectiveness,accounting for 53.3%.From the perspective of scale efficiency,the provinces and cities with effective scale efficiency are Shanghai,Anhui,Hubei,Guizhou,Gansu,and Qinghai,accounting for 20%;there are 24 provinces and cities with ineffective scale efficiency,of which 23 are provinces.City returns to scale are decreasing,except for Hainan Province.2.From the results of dynamic analysis,the total factor productivity changes of health resources of Chinese traditional Chinese medicine hospitals in 2014-2018 increased by 3.7% in total,of which 2015-2016 and 2016-2017 both showed a downward trend;2017-2018 showed a rapid Upward trend.From the average point of view,according to the analysis results,the technical efficiency change index is 1.014,and the technology change index is 0.989.Therefore,the contribution of technical efficiency changes to the total factor productivity changes is relatively large.The pure technical efficiency change(1.006)and the scale efficiency change(1.009)that constitute the technical efficiency change,relatively speaking,the contribution of the scale efficiency change is relatively large.Malmquist index and its decomposition,among them,the total factor productivity change index of 13 provinces and cities is less than 1,indicating that the TCM hospitals in these 13 provinces and cities have different degrees of decline in the efficiency of health resource allocation.According to its decomposition,the main reason for the decline in the efficiency of health resource allocation is that the technological change is less than one.Therefore,technological changes are the main factor restricting the efficiency of the allocation of health resources in TCM hospitals.Conclusion: Pure technical efficiency is the main factor that pulls down overall efficiency;non-DEA effective provinces and cities generally have diminishing returns to scale;changes in scale efficiency are the most important factor in the increase of total factor productivity;technological changes are the main restricting factor of total factor productivity.Therefore,strengthen the construction of the TCM talent team,cultivate a group of high-level TCM career builders and successors;control the expansion of the hospital scale to maximize the use of TCM medical resources;increase the science and promotion of TCM knowledge and culture,Increase the rate of visits in TCM hospitals;support the inheritance and innovation of TCM medical technology,and promote the sharing of high-quality resources in the region.
