In a market environment where global economic competition is becoming increasingly fierce, the internal and external environments faced by light hand-assembled companies are becoming increasingly complex, and industry competition is becoming more intense. The pipeline cell manufacturing system not only retains the efficiency of the traditional assembly production line, but also can obtain production flexibility through the variable layout of the cell and multi-functional workers, effectively responding to changes in product varieties and fluctuations in demand. The uneconomic phenomenon of the number of workers brought by the traditional assembly line production is becoming more and more obvious. Therefore,it is necessary to reduce the number of workers in the construction of the assembly pipeline cell and thus reduce the cost of employment. However, the reduction in the number of workers will inevitably lead to a series of problems in production, such as the distribution of workers after the reduction;the reduction in personnel makes the manufacturing period increase and the problem of unable to deliver on time;the increase in the workload of workers and the emotional problem of workers;Worker equity issues caused by balance;workers need to learn new skills to adapt to the problems of new jobs.In terms of reducing the number of workers, the skill level of workers on the production line is low,and one worker is responsible for one process. If the number of workers in the cell is not reduced, the cost of employment cannot be effectively reduced. Therefore, reducing the number of workers in the production line can effectively reduce the cost of employment, but it is easy to cause an increase in the manufacturing period of the product. In this regard, this paper proposes a method to reduce the number of workers without increasing the manufacturing period of the product.According to the characteristics of the pipeline cell, with the minimum number of workers and the shortest manufacturing period as the optimization goal,a multi-objective model is established, and a heuristic algorithm with variable length coding is designed to solve the model. The analysis of numerical examples shows that the proposed strategy for reducing workers can reduce the number of workers without increasing the manufacturing period. In terms of cross-training of workers, the skills of workers on the production line are not sufficient to meet the requirements of new production methods, and cross-training of existing workers is required.Current research is limited to economic aspects such as production efficiency and cost, and lacks consideration of workers’ emotions and feelings. Therefore, the cross-training strategy for workers in this paper considers the two aspects of economy and fairness among workers.Target model, which integrates the consideration of human factors, can objectively and comprehensively reflect real problems. At the same time, this paper adopts intelligent optimization methods to solve the model, which not only enriches and expands the theory and methods of cross-training,but also provides a reference for the formulation of personnel training and distribution strategies for labor-intensive light manual assembly enterprises. In this paper, the proposed strategy of reducing the number of workers for the purpose of the distribution cell of the pipeline cell is comprehensively applied to the actual production of light manual assembly enterprises.Based on the comparative analysis of the obtained personnel distribution plan and the actual production data of the enterprise, the effectiveness and feasibility of the personnel distribution method were verified.
