Forestry resources are an important part of natural resources in China,it plays an important role in water conservation,air purification.It is of great significance to improve the ecological environment and the construction of ecological civilization in China.However,In recent years,excessive cutting and felling of trees illegal and criminal acts of destroying forestry resources have been repeatedly prohibited,the remote countryside has become a disaster-stricken area,some peasants seek illegal interests,deliberately implementing excessive cutting and felling of trees acts,serious damage to local forestry resources.How to prevent and control excessive cutting and felling of trees from the root,so as to protect the healthy development of rural forestry resources in China,has become an urgent problem to be solved.This paper takes the sample of excessive cutting and felling of trees in Xinxiang City as an example,an empirical analysis of 129 samples of excessive cutting and felling of trees,the behavioral characteristics of excessive cutting and felling of trees were summarized,combining public goods theory with government function theory,points out the government's deficiencies in management and service functions,using the methods of literature research,comparative analysis and on-the-spot investigation,summarize the causes of excessive cutting and felling of trees,and put forward the corresponding countermeasures.It is concluded that only by increasing farmers' income,perfecting the judicial appraisal system and judicial applicable norms,improving the system and mechanism,can the government better combat and prevent excessive cutting and felling of trees and provide guarantee for the healthy development of rural forestry resources in China.
