With the development of social economy and the rising of people's living standards, the public service needs of daily life and traffic has shown the trend of diversification. The construction and operation of traditional governmental hotline can not meet the morden requirements. It is necessary to use the advanced techniques of geographic information, computer, internet, communication, and other fields. The main works and creations are as the following:1. Prototype design of public service hotline platform. Based on the analysis of the existing domestic and international public service hotline, focused on the work model, operation architecture, technical architecture, security framework, the thesis design the prototype of "12345" governmental hotline platform.2. Analysis of key technology-related. The thesis discusses and analyses the realization of the platform covered by the techniques of GIS, GPS, WebGIS, CTI, Databases, etc.3. Case studies. Governmental hotline platform on day-to-day work often involved in incidents of public facilities Disposal of Contingency, public vehicle location, monitoring, management and scheduling, bus lines and other related inquiries, transfer applications to achieve and display the results of the application.4. The construction of quick response platform. Focused on the "12345" governmental hotline platform, making full use of GIS technology network analysis based on the realization of urban underground pipeline emergency treatment of automation and information."12345" governmental hotline is a city's comprehensive service platform for the people. Through advanced information and communication technology, it can provide the city's public demand with strong support and protection. This thesis provides reference of the programming and construction of other platform.
