City is a highly aggregated space unit of human activities.With the rapid development of the city,there are urban problems such as environmental pollution,traffic congestion and uneven public service facilities,which restrict the further healthy development of the city.The causes of these urban problems can be partly attributed to incomplete information,low resource efficiency,and lagging urban management.Incomplete information or uncertainty is the key factor after resource waste and urban management.Therefore,in order to build more efficient and green livable cities,countries around the world have begun to explore new urban development models.Smart city came into being.Smart city is based on advanced science and technology,such as big data and cloud computing,to promote the development of more efficient,economical and livable cities.Smart City has carried out three pilot projects in China.What is the impact of intelligent city construction on urban economy,resource utilization and environmental pollution? Can intelligent cities promote economic development while improving the efficiency of resource utilization and reducing pollutant emissions,and then enhance the efficiency of urban resource-environment-economic system? These questions need to be answered.Therefore,this paper evaluates the policy effect of the first and second pilot construction of intelligent cities in China from three aspects: economic development,resource utilization efficiency and environmental pollution,and explores the mechanism of intelligent cities on economic development and environmental pollutant discharge.In addition,the economic distance weight is introduced to explore the influence factors of space on the economic development of intelligent cities.The research results show that :(1)the construction of smart city promotes the development of urban economy.After adding control variables,this result also holds true,and has passed the PSM-DID test.At the same time,the mechanism test shows that the path of promoting economic development in China's intelligent city construction is to promote the economic development level of smart city by expanding the stock of urban capital,developing and providing more jobs,adjusting the industrial structure.(2)The construction of smart cities has not significantly improved the efficiency of urban resource utilization.By studying the influence of smart city construction on the utilization efficiency of key resources(water and electricity)in urban operation,the results show that the construction of smart city has no significant effect on the improvement of resource utilization efficiency.(3)Smart cities can reduce the level of environmental pollution,but the effect on reducing industrial smoke dust has not been shown.The path of smart city to reduce environmental pollution is to adjust industrial structure by reducing the output value of secondary industry.and further develop the economy to reduce environmental pollution.(4)At this stage,the adjustment of industrial structure has not been completed,and the promotion effect on the level of economic development has not yet appeared.There is a EKC inverted U relationship between economic growth and industrial sulfur dioxide and industrial wastewater in spatial metrological regression.Science and technology can inhibit the emission of environmental pollutants,but at this stage its significance is not strong.It shows that the effect of the development of science and technology on reducing environmental pollutants in intelligent cities in China has not been shown at the present stage,and industrial production is still an important cause of environmental pollution.
