The stripping and utilization of cultivated soil is a systematic project composed of many subjects and links,and the difference of interest pursuit of each subject directly affects the effectiveness of stripping and utilization of cultivated soil.Exploring the behavior characteristics of the main body in different links and carrying out engineering optimization research can provide theoretical support and practical guidance for the high-quality development of stripping and utilization of cultivated soil,and can ensure the value of natural resources recycling.In this paper,a game model is established to analyze the game behavior and decision-making factors of the key stakeholders in the process of soil stripping,storage,remediation and utilization.At the same time,based on the income distribution mode of social capital participating in the process of land remediation,this paper explores the investment income balance of the construction unit in the process of soil stripping and remediation.Finally,from the perspective of engineering combination,this paper optimizes and analyzes the soil stripping and utilization project of the cultivated layer occupied by the construction.(1)According to the game equilibrium solution of each link,In soil stripping.improving the supervision efficiency or increasing the punishment can reduce the illegal operation of the construction unit;In soil storage,the construction unit pays reasonable compensation for land use and increases the input of reclamation,which can improve the efficiency of land supply and obtain the value-added income for the local government or villagers.In stripping soil remediation and utilization.The key for the construction unit to participate in the renovation is the government's support,investment income and the opportunity cost for the construction unit to participate in other projects.The enthusiasm of the construction unit to participate can be improved by increasing the government's support and clarifying the investment income standard.(2)Under the guidance of balancing the stripping and storage costs of the cultivation layer,exploring the different income distribution methods and minimumpayment standards of the construction unit in the process of stripping and remediation of the cultivation layer soil can provide support for the realization of interest balance.In the context of soil stripping-remediation and utilization,the minimum standard of investment return distribution is 24%;the minimum standard of reward per mu is1921 yuan;the minimum standard of index buyback is 9920 yuan per mu;the minimum standard of index trading income sharing is 2.5:7.5.In the context of soil stripping-storage-remediation and utilization,the minimum standard of investment return distribution is 62%;the minimum standard of reward per mu is 4940 yuan;the minimum standard of index buyback is 12900 yuan per mu;the minimum standard of index trading income sharing is 3.5:6.5.(3)The project combination of soil stripping and utilization of construction occupied cultivation layer has cooperative behaviors in construction organization,resource allocation and multi-party management.Optimizing the construction mode and resource allocation and utilization,clarifying the responsibility relationship among the construction unit,the government,the functional departments and the villagers,can save the construction cost and improve the efficiency and quality of the project.
