Based on the concepts of "Digital Earth","Digital Basin" and the background of the maturity of water resources information technology,this paper studies the simulation technology of water resources management in river basins by combining WebGL specification,WebGIS development technology,spatial database,3D modeling technology and water resources professional model,constructs a three-dimensional water resources simulation platform based on Cesium.Digital elevation model is used to collect and process the key elements in the basin,and 3D modeling technology is applied to model the hub buildings in the basin.The underlying surface of the basin is digitally modeled based on the relevant standard interfaces provided by Cesium Open Source Platform,and the interactive modeling method for water resources management of river basin is discussed.Based on the underlying surface of the basin,the statistical information,real-time information,historical information and the calculation results of relevant models are presented in a variety of dimensions.The realtime rendering technology of basin water resources information is discussed.Through the digital simulation technology of the whole basin elements,the simulation technology of reservoirs and rivers,and the simulation technology of hydro-junctions,the huge water resources data in the basin are rendered in multi-scale and multi-dimension.Based on the calculation results of water resources professional model,the real evolution process of the basin is simulated.Finally,this paper introduces the application example of Cesium-based 3D basin water resources simulation platform,applies the platform to the actual water resources management decision support system,discusses and realizes its architecture and integration technology,realizes the visual functional requirements of water resources management requirements,and provides an efficient basin water resources management decision support system for basin water resources managers,assists them to understand the basin situation and make water resources management plans.
