The land is the foundation for the development of human society. All of the productionactivities are inseparable from the land. Because of China’s sustained and rapid economicgrowth, the demand for land has been increased greatly. The contradiction between peopleand land resource is intensified. How to allocate land resources reasonably for all businesssectors and ensure the healthy development of society and economy is the need to be solvedissue of land use planning. Due to the computer science and GIS technology’s applicationin land science in depth, land use planning database becomes the modern land use planningmanagement, which implements the land management in accordance with the planning.Therefore, the construction of land use planning database, which is complete, accurate andscientific, is a key link to realize promotion of information technology of land resource.Based on the projection of County-level General Land Use Planning in Hefei(2006-2020), the following work was done. First of all, in accordance with the requirementsof the construction of county-level land use planning database, the database constructiontechnology roadmap and operation process were formulated. Then, the characteristics ofspatial database, structure and model of spatial data was described. In addition Geodatabasein ArcGIS, which is used to construct land use planning database, was introduced. Then, inaccordance with the land use planning database construction process, some keytechnologies on the base of data processing, feature creating, data warehousing, attributeassignment, the metadata and Geo-spatial transfer format generation etc were discussed indetail. Finally, taking Baohe District of Hefei City as an example, according to theproposed route, the Database of the General Land Use Planning in Baohe District (2006-2020) database was completed. Dot NET, FME, XML technology and ArcGIS Enginemodule were integrated to complete this example of case based on ArcGIS.
