As mineral resources exploitation and utilization,the rapid economic growth at the same time,the resulting environmental pollution,energy consumption and ecological destruction problems such as the serious influence to the sustainable development of human society.In particular,the environmental problems caused by the development of the high-carbon industry are not only harmful to soot,photochemical smog,and acid rain,but global warming caused by increased carbon emissions in the atmosphere has been recognized as an indisputable fact.Therefore,the low-carbon development model of energy conservation and emission reduction and green development has been widely studied and applied by scholars all over the world.Shanxi belongs to the typical resource-based economy,which has long formed a resource-based industrial structure dominated by coal development,which has problems such as excess capacity and low efficiency.The resource-based industry is the pillar industry and the leading industry in shanxi.The good and bad development of shanxi has exerted a great influence on the economy of shanxi.In recent years,the shanxi earnestly implement the central spirit,adhere to the black coal green development,the high carbon resource of low carbon development idea,to implement the national resources economy transformation of Shanxi Province comprehensive reform experimental area plan outline(2016-2020).In the context of the central spirit and the situation of Shanxi Province,the research on the relationship between the development of resource-based industries and the carbon emission can provide a strategic basis for the low-carbon development of resource-oriented industries.In this paper,descriptive statistical methods are used to analyze the current situation of natural resources and economic development in Shanxi Province.The calculation formula recommended by the IPCC is used to calculate the carbon emission in each region,and the present situation of carbon emission in shanxi is analyzed.Then based on the theory of Kaya,using factors LMDI decomposition method for carbon decomposition,the factors which influence the conclusion showsthat economic growth is driven factors affecting carbon emissions in Shanxi Province,the industrial structure effect along with the development of resources industry different effects on carbon emissions.On the basis of environmental kuznets model,11 cities in Shanxi Province resources industry development and carbon emissions by regression analysis,the results show that the jinzhong,yuncheng,luliang,changzhi,it is mined here,for the "N" type curve,taiyuan,datong,linfen,xinzhou for "N" type curve,jincheng,yangquan is an inverted "U" type curve;In the middle and later stages of industrial development,the impact of industrial output changes on carbon emissions is weak,although the impact is not dominant,but it will shift from curbing carbon emissions to promoting carbon emissions.Therefore,if the relationship between them can be handled well,it is possible to realize the win-win situation of sustainable development and environmental protection of resource-based industries.In order to further illustrate the relationship between carbon emissions and resources industry development in Shanxi Province,the index extension model,Tapio decoupling based research in Shanxi Province in 1995-2017 carbon emissions and the development of the resources industry decoupling of elasticity,the results show that carbon emissions and industrial output in 1995-1999 show strong decoupling state,is more optimistic,and present state of weak decoupling in 2000-2013,and has a lot to do with the financial crisis and economic development in shanxi;From 2015 to 2016,the weak decoupling state has been related to the economic recovery and energy conservation and emission reduction policies of shanxi in the past two years.The most important factors that affect the decoupling elasticity of carbon emission and industrial development are the decoupling elasticity of economic growth and the decoupling of energy intensity.Through the research on the relationship between the development of shanxi resource industry and the carbon emission,it is concluded that the low carbonization development of the resource-based industry has the following problems: single industrial structure and serious dependence on coal resources;Low energy efficiency and low carbon technology;The environmental damage is serious and the development of low carbonization is a long and arduous task.It is difficult to supportthe low-carbon development of resource-based industries.Aiming at the problems existing in the low-carbon development of the resource-based industries in Shanxi Province,this paper puts forward the feasible countermeasures and Suggestions:accelerate the industrial transformation and optimization,and develop the service industry and emerging industries;To adjust the energy structure and develop new energy sources according to local conditions;We will increase environmental protection and promote green
