In recent years,cross-border Electronic Commerce has developed rapidly.On the one hand,it provides new opportunities and impetus for the development of cross-border logistics,on the other hand,it also puts forward more stringent requirements and challenges for cross-border logistics.The booming cross-border electricity supplier has created a new cross-border Logistics Mode — overseas warehouse.However,China's cross-border logistics is still in its infancy,all aspects of development is not very perfect,if we can scientifically and reasonably evaluate and compare the performance of overseas warehouses,it will be conducive to enterprises to identify their own shortcomings,and thus formulate a correct development strategy.This paper will focus on the lack of a fair evaluation system of public warehouses overseas.Due to the lack of quantitative research on overseas warehouse literature,this paper summarizes the performance evaluation of similar warehouse logistics enterprises,considers the commonness and individuality of public overseas warehouse and warehouse logistics enterprises according to the unified index design principle.A new performance evaluation index system for public overseas warehouses has been set up.Specific input indexes include: overseas warehouse area,cumulative construction investment,number of employees at the end of the term,total salary of employees and total assets of overseas warehouses.The quantity of warehouse orders,business income,the number of service enterprises,customer satisfaction,the timely tracking rate of transportation information,the turnover weight of goods and the total amount of taxes are described in detail.Based on the above-mentioned theory,this paper selects 30 public warehouses as research samples,uses data envelopment analysis(DEA)method of CRS,VRS and super-efficiency model to calculate the various indicators of each sample data,and the results obtained from the DEA effectiveness and projection of two perspectives.From the overall point of view,the performance level of most of the public overseas warehouses is still acceptable,can basically make full use of existing resources,but there is still room for half of the public overseas warehouses in terms of operational performance improvement.Finally,this paper deduces the macro-development trend from the perspective of micro-agent optimal behavior,studies the potential influencing factors and possible mechanism of cross-border overseas warehouse operation performance,establishes econometric model-Tobit regression,and fits the factors that may affect public overseas warehouse.Taking the super-efficiency value of public overseas warehouse as a dependent variable,five possible influencing factors were selected as independent variables,including household consumption expenditure,general government final consumption expenditure,imports of goods and services,proportion of technicians and total assets.The results show that the key indicators affecting the overall efficiency of public warehouses are the proportion of technical personnel,household consumption expenditure and general government final consumption expenditure.Among them,the proportion of technical personnel has a very significant impact on the overall efficiency of overseas warehouses,which is an important internal factor to promote the operation performance of public warehouses overseas.
