In order to solve the problems of unbalanced traffic flow in the road network and low road resource utilization from the perspective of traffic demand control by economic means,the Department of Transportation proposed a freeway differential toll policy in 2016.Based on the understanding of “differentiated toll” policy,this paper analysis of freeway differential toll based on traffic demand control strategy for BOT Operation Mode,and then a set of theory tool system of differential toll analysis that can be implemented.Firstly,the paper interprets the background,implementation methods and implementation purposes of freeway differential toll policy.And the paper illustrates the significance of differentiated tolling for freeway combining with the implementation of differential tolling of other provinces.Taking the Shaanxi Yushen freeway as an actual case,it is necessary to analyze the operational indicators and procedures of the regional road network before designing the differentiated tolling scheme.Secondly,it makes some improvements on the traffic flow distribution model and puts forward two-level planning model based on user equilibrium suitable for the BOT freeway.At the same time,according to the status of local freight and traffic flow,designing the questionnaire of truck travel behavior,and analyzing the travel behavior of trucks between freeway and ordinary road.Then finding the differences between truck travel behaviors under the two modes.Then,the paper demarcates parameter of bilevel programming model based on toll data,intermodulation data and traffic survey data.Referring to the implementing means of differentiated toll in other provinces and combining the traffic operation state of Yushen freeway,the paper determine multi-dimensional differentiated tolls.According to the different dimensions of the toll methods to adjust rate and design differentiated toll scheme.The paper select toll scheme of trucks based on the principle that the maximum increase of toll is the best.Finally,assuming that the differentiated toll scheme of the truck is implemented,the paper studies the relationship between pavement performance and cross-section traffic flow of Yushen.And obtains the influence degree of differential toll scheme on the pavement performance of Yushen Freeway.According to the degree of pavement damage,the paper puts forward suggestions on pavement maintenance refering to Technical Specification for Maintenance of Highway Asphalt Pavement.The paper uses the methods of traffic operation status analysis,travel behavior investigation,traffic flow distribution model construction,differential toll case analysis and so on to provide theoretical tool system and data support for the implementation of differential toll in BOT freeway.
