Since the reform and opening up,China's economy has developed rapidly and the overall scale of the industry has been greatly improved.Although the traditional factordriven growth mode has ensured the rapid growth of China's industry,it has caused serious environmental pollution problems,and at the same time,it has made China's industrial structure at the low-end,with poor profitability and low added value.As China's economic growth slows down and enters the new normal status,the state emphasizes industrial restructuring as a new boost to economic development,implements an innovation-driven development strategy,and promotes innovation as the main driver of industrial structure upgrading;strengthens environmental regulation to improve the status quo of the environment and achieve sustainable economic and social development.Industry is an important driving force for the development of the national economy,and industrial production activities are also an important source of environmental pollution.Therefore,this paper studies the relationship between environmental regulation,technological innovation and industrial structure advancement based on the industrial production department and provides corresponding policy recommendations for the government to formulate environmental regulation policies,promote technological innovation,and promote the development of industrial structure advancement..This paper first sorts out relevant literatures on the relationship between environmental regulation,technological innovation and industrial structure,finding the direction of existing research and its existing shortcomings.It summarizes the theories related to this paper,and explains the connotation of industrial structure advancement,and systematically analyzes the function mechanism among environmental regulation,technological innovation and industrial structure advancement and clarifies the relationship between the three,laying a theoretical foundation for the following empirical analysis.It uses descriptive analysis methods to analyze the status quo of industrial environmental regulation,technological innovation and industrial structure.Finally,it uses the panel data of 30 provinces(municipalities and autonomous regions)in China from 2006 to 2015 to conduct empirical regression,to explore the impact of environmental regulations and technological innovations on the industrial structure advancement of different connotations.The results of this paper show that:(1)technology-intensive industry has not yet became the leading industry in China.(2)Overall,the technology-intensive labor productivity is lower than the capital-intensive labor productivity,resulting in the production factors cannot spontaneously flow to technology-intensive industries.(3)Environmental regulation and technological innovation have a “U”-type relationship.At present,China's environmental regulation intensity has broken through the turning point.Environmental regulation can effectively force enterprises to carry out technological innovation.(4)Technological innovation can effectively promote the level of industrial structure advancement with different connotations.(5)Environmental regulations have different effects on industrial structure advancement of different connotations.Environmental regulation promotes the evolution of industrial structure,but it is not conducive to the improvement of labor productivity.Overall,environmental regulation can promote the level of industrial structure advancement.In response to the above problems,this paper proposes corresponding policy recommendations to promote technological innovation and enhance the development of China's industrial structure advancement.
