Arming the industry with the most advanced science and technology and accelerating the construction of a modern industrial system are the key points to achieve economic modernization and are essential to building a great modern socialist country in all respects.Basing on the new development stage,adhering to the new development concept,following the new development pattern,anchoring high-quality development,expanding and strengthening modern industrial clusters,and building a modern industrial system with regional characteristics are important paths to realize Chinese-style modernization.Chinese modernization and industrial modernization put forward higher standards and requirements for the innovative development of industrial clusters and enterprises in clusters.Industrial cluster is an important carrier for regional wealth creation,competitive advantage cultivation,new enterprises and new technology breeding and growth.The traditional industrial cluster is defined on the basis of geographical proximity,which refers to the group composed of interactive enterprises,specialized suppliers,service providers,financial institutions,manufacturers of related industries and other relevant institutions.It has the characteristics of geographic agglomeration,local embeddedness,industrial specialization,network organization and so on.With the development of digital economy,driven by new technologies,modern industrial clusters are more defined based on multidimensional proximity,with the characteristics of knowledge,technology and social proximity,showing a development trend from local industrial clusters to industrial cluster networks,from industrial cluster networks to virtual industrial cluster networks and industrial cluster innovation networks.The interaction of technological innovation between enterprises in industrial clusters is stronger and the game is more frequent.Enterprises in the cluster can achieve technological breakthroughs in the competition and cooperation game by building a good relationship network,innovation network and resource integration network,and promote the modernization process of the entire industrial cluster.In order to achieve the above goals,the paper extends and expands along the research frontier of industrial clusters and enterprise technological innovation theory,mainly from the following aspects.First,clearly define related concepts,and divide the relationship between enterprises in industrial clusters into two categories: competition and cooperation.By summarizing the existing theoretical achievements and combining with the purpose of this paper,this paper defines the industrial cluster from the perspective of multidimensional proximity,and divides the enterprises with different positions and abilities into core enterprises and non-core enterprises according to the comparative advantages of the enterprises in the industrial cluster.Competitive firms often have horizontal substitution relationships,while cooperative firms are more likely to have vertical complementarity relationships.Technological innovation of enterprises is the core source of promoting social and economic growth.Traditional enterprise innovation is an endogenous growth process,which is the whole process of enterprises investing certain special funds mainly in internal departments related to technological innovation and relying on their own innovation resources and technical conditions to realize technological transformation and technological innovation.Modern enterprise innovation is moving towards the non-linear development mode of mass creation,co-creation,wide-area collaboration and multi-disciplinary cross-integration.The technological innovation of enterprises in industrial clusters should not only integrate their own resources,but also consider the technological innovation strategy choice of other enterprises.The core enterprises and non-core enterprises are constantly deducing the technological innovation game in the competition and cooperation.In this game process,the technological innovation ability of enterprises is constantly enhanced,and the technological innovation efficiency of the entire industrial cluster is improved.Industrial cluster innovation ecological network has been formed.Secondly,the technological innovation game between competitive core enterprises and non-core enterprises in industrial clusters is analyzed.When there is a competitive relationship between core enterprises and non-core enterprises in an industrial cluster,the choice of technological innovation strategy between enterprises is essentially a dynamic game process based on the difference of innovation factor endowments and the changes of internal and external relationship networks.Enterprises choose the appropriate innovation strategy according to the costs and benefits of different innovation behaviors.By introducing Steinkelberg game model and combining perfect information dynamic game with system simulation,the action process of different types of enterprises in technological innovation competition is analyzed.The results show that the technological innovation of competitive core enterprises and non-core enterprises in industrial clusters is interactive and attractive.The strategic choice of technological innovation is the result of the comprehensive effect of market scale,innovation input,innovation ability and other internal and external factors.The relative comparative advantage of technological innovation ability is the key factor that determines the choice of specific innovation strategy and the final market position of an enterprise.In the game of technological innovation competition,the core enterprises can stabilize their market position,expand their advantages and form a monopoly by choosing different technological innovation strategies.Non-core enterprises can also realize the transition of technological route and catch up with core enterprises through the choice of technological innovation strategy.Thirdly,the technological innovation game between cooperative core enterprises and non-core enterprises in industrial clusters is analyzed.The technological innovation carried out by cooperative enterprises in industrial clusters is also a game process of mutual influence and interaction.The cooperative enterprise may choose to integrate technological innovation in order to integrate innovation resources within the industrial cluster and improve the efficiency and effect of technological innovation.Using evolutionary game model,replication dynamic equation and Matlab simulation method to carry out research,the research finds: Cooperative enterprises in industrial clusters are more likely to carry out accommodative technological innovation.When the success rate and return rate of accommodative technological innovation are higher than the closed innovation of enterprises,and the product of success rate and return rate is greater than a certain value,it is advantageous for both core enterprises and non-core enterprises to choose accommodative technological innovation.The government can introduce industrial policies to optimize the internal integration and innovation ecology of industrial clusters,guide core enterprises to "make the list" and non-core enterprises to "reveal the list",so that upstream and downstream enterprises of the industrial chain can cooperate closely to overcome difficulties,enhance the resilience and innovation strength of the industrial chain,supply chain and industrial cluster,and promote the high-quality development of regional economy.Fourthly,the results of game theory analysis are verified.First of all,taking Taobao and Pinduoduo in the e-commerce industry chain cluster as an example,this paper uses the grounded theory to formulate the technological innovation game paradigm between the two competitive enterprises.The research finds that: Taobao,as a typical core enterprise in the e-commerce industry chain cluster,relies on technological innovation to cope with the challenges of Pinduoduo and constantly consolidates its core position;As a dark horse,Pinduoduo,relying on the business model innovation supported by technological innovation,has achieved rapid development,and has grown from a non-core enterprise at the beginning of its establishment to a core enterprise.Secondly,the provincial panel data and the empirical research method are used to analyze the interaction of enterprises in the process of technological innovation game in industrial clusters.It is found that the most direct effect of technological innovation game is reflected in the following aspects: no matter the competition relationship or the cooperation relationship,the enterprises in the interaction of technological innovation improve the innovation ability and promote the innovation development of the entire industrial cluster.This article adopts various research methods such as literature analysis,game analysis,simulation analysis,case analysis,and empirical analysis.Based on theoretical derivation,case analysis,and empirical testing,it explores the selection of technological innovation strategies for core and non core enterprises with different relationships in industrial clusters.Discovering that technological innovation among enterprises in industrial clusters is interactive.While valuing the technological innovation of core enterprises,we cannot ignore the technological innovation of non core enterprises.Enterprise technological innovation needs to be both collaborative and competitive,based on the entire industrial cluster,integrating resources,and forming a synergy.
