In recent years,the sharing economy has appeared intensively in China,and there has been a short-term explosive growth within a period of time.This emerging economy form includes many formats,and the pile-free shared bicycle is one of the most representative types.Sharing bicycles has facilitated the “last mile” travel of the citizens,but it brought a certain barbaric growth in many cities,causing a large negative social impact.Quantitative academic researches on shared bicycles are mainly focused on maximizing business benefits through optimized resource allocation strategies;and relevant qualitative researches are mainly about the sources of negative impacts that caused by shared bicycles and explored the feasibility of scaling restrictions on shared bicycles at the policy or legal level.However,the existing literature still lacks researches on the evaluation of the comprehensive benefits from the sharing of bicycles.In this paper,based on the data envelopment analysis(DEA)method,with the analysis of the characteristics in the shared bicycle industry,we do the research on the shared bicycle placement area in central part of Shanghai.And in the research,the number of shared bicycles and the corresponding number of shared bicycle maintenance personnel as the enterprise input indicator,while the supply of non-motor vehicle parking space as the public resource input index;then the shared bicycle turnover rate as the expected output index,and the illegal occupied area as the nonexpected output index.Based on the SBM model analysis,when only the enterprise output indicators are considered,in the central city of Shanghai,these areas are in the DEA effective state: Huangpu District,Changning District and Hongkou District.The area scores in the DEA inactive state are ranked as: Xuhui District,Minhang/Baocshan District,Yangpu District,Jing'an District,Putuo District,Pudong New District;Based on the analysis of the undesired output model,in the central city of Shanghai,these areas are in the effective state of DEA: Huangpu District,Changning District,Hongkou District and Minhang/Baoshan District.The area scores in the DEA inactive state are ranked as: Xuhui District,Jing'an District,Yangpu District,Putuo District,Pudong New Area.Based on the above situation,using Tobit regression analysis,it is found that under the premise of only considering the interests of enterprises,the two environmental variables of the density of subway stations in the certain area and the density of young people under 39 years old have a significant positive impact on the overall efficiency of shared bicycles;When considering public interest,the distribution of two environmental variables: the density of subway stations in the certain area and the density of young people under 39 years old,have a significant positive and negative impact on the overall efficiency of shared bicycle operations respectively.The main innovation and contribution of this paper is to propose a method for evaluating the relative effectiveness of shared bicycle economic operations.Also,the empirical analysis verifies the validity of the model,and the analysis results provide a reference for enterprises and governments to formulate shared bicycle delivery and governance policies.
