| In the past 20 years from 1980s to 2007,although the social and economic development of Shiyang River basin was rapid,the shortage and utilization of water resources in the basin did not adapt to the rapid development of social and economic development.Surface water was used in large quantities in the upper and middle reaches,and groundwater was exploited vigorously in the lower reaches,resulting in the imbalance of groundwater recovery and replenishment,and the contradiction between supply and demand of water resources was increasingly acute,and the ecological environment was constantly deteriorating.The water resources management of Shiyang River Basin is urgent.If no effective measures are taken,the healthy development,harmony and stability of the whole western region will be affected.In 2007,in order to solve the problem of water resources in Shiyang River Basin,the Ministry of Water Resources approved the Key Governance Plan of Shiyang River Basin in Gansu Province.After more than ten years of hard governance,the trend of ecological environment deterioration has been effectively contained,and the basin governance has achieved good results in economic development,people’s income increase and ecological environment improvement.However,in the era of big data,The traditional water resources data application method can no longer meet the requirements of building a modern governance system.The Shiyang River Basin management agency actively develops big data software to improve the governance level,thus entering the stage of intelligent governance.Based on the theory of smart governance,holistic governance and multi-center governance,this paper defines the core concepts of smart watershed,smart governance,water resources governance and smart water resources governance,and studies the process of smart governance of water resources in Shiyang River Basin with the help of literature research and investigation.First,summarize the current situation of Shiyang River Basin,clarify the importance of water resources management for the development of Shiyang River Basin,and divide the water resources management process of Shiyang River Basin.Secondly,the foundation of intelligent management of water resources in Shiyang River Basin is analyzed,and the construction,process and content of intelligent management of water resources in Shiyang River Basin are summarized,as well as the effectiveness of intelligent management of water resources in Shiyang River Basin,including effective control of total water use,obvious transformation of water use mode,obvious improvement of water quality and optimization of water resources allocation.Although the smart governance of water resources in Shi yang River Basin is still in the stage of rapid development,it is not mature enough.Currently,there are still some deficiencies,such as insufficient water resources data collection volume in the basin,relatively single financial support system for smart project construction,no unified data sharing mechanism between departments,and unclear rights and responsibilities of water resources governance subjects.Finally,in combination with the shortcomings of the current smart governance process of Shiyang River Basin,this paper puts forward countermeasures and suggestions such as standardized construction data sharing mechanism,construction of multi-subject participation system,introduction of market mechanism to expand capital sources and clarify the scope of rights and responsibilities of water resources governance subjects to further promote the smart governance process of Shiyang River Basin. |
