Study On Benefit Compensation Mechanism Of Non-agricultural Use Of Agricultural Water Resources In Henan Province

As a major province of agricultural production,Henan Province shoulders the heavy responsibility of protecting China's food security.Agricultural development is inseparable from water.Henan Province,as one of the most severely water-short provinces in the country,has seen an increasingly prominent contradiction in water use among various industries.The proportion of agricultural water use in Henan Province has dropped from 69.8% in 1999 to 55.18% in 2016.A large amount of agricultural water has been transferred to non-agricultural uses.In recent years,the trend of non-agricultural use of agricultural water resources in Henan Province is still evident.As more and more water resources continue to shift from agricultural production to non-agricultural sectors,a large amount of agricultural water resources have been lost,which has increased the cost of agricultural production and caused a shortage of agricultural irrigation water,threatening the security of food production in Henan Province.In order to deal with the impact of a large number of non-agricultural transfer of agricultural water resources on agricultural development,it is necessary to vigorously develop water-saving irrigation technologies,increase the efficiency of the use of agricultural water resources to ease the pressure of agricultural water use,and on the other hand,timely establish Henan Province's agriculture.The non-agricultural water use benefit compensation mechanism shall be used to balance the water rights and interests of various industries and compensate for the loss of water resources to agricultural production.This paper analyzes the current situation of agricultural water resources and non-agricultural use of Henan Province,and constructs a benefit compensation mechanism for the non-agricultural use of agricultural water resources in Henan Province.It studies non-agricultural water resources in Henan Province.The need for compensation for benefits from agricultural use,the subject and object of compensation,the standard of compensation,the method of compensation,and the institutional guarantees for benefit compensation,believe that the current non-agricultural utilization of agricultural water resources in Henan Province has become “excessive”,and industrial water The main body of water used for domestic and water use should be compensated as the main subject of compensation-farmer households should be compensated with reasonable funds.Considering theopportunity cost of non-agricultural use of agricultural water resources,farmers' willingness to receive compensation,and regional differences,different compensation standards are formulated in Henan Province.Henan Province should follow the principle of "Government as the leader,saving water as the goal," the benefit compensation system,the implementation of non-agricultural use of agricultural water benefits compensation,protection of water rights and interests of various industries,and achieve efficient use of water resources.
