Agriculture is the basic industry of our country.It is the foundation of building a country and strengthening the country.Ensuring the sustainability of agricultural production is of great significance to the development of social economy.Water resources is an important factor of agricultural production,known as "the lifeblood of agricultural production".However,with the development of economy and society,the water consumption of all walks of life is increasing,which has a crowding out effect on the water for agricultural production and threatens the national food security.Henan is not only an important core area of grain production in China,but also a province with serious shortage of water resources in China.Therefore,it is of great theoretical and practical significance for national food security to correctly evaluate the utility of agricultural water resources in Henan Province,improve the utilization level of agricultural water resources,and guide the sustainable utilization of agricultural water resources.Firstly,based on the theory of sustainable development and relevant research experience,this paper constructs the evaluation index of agricultural water resources utilization level covering economic,social and ecological benefits.Secondly,based on the panel data of 17 prefecture level cities in Henan Province from 2000 to 2019,the utilization level of agricultural water resources in Henan Province is measured by entropy method,and the interaction between the utilization level of agricultural water resources and the total output value of agriculture,forestry,animal husbandry and fishery is analyzed by using the coupling coordination degree and relative development degree model;Finally,based on the panel data regression model of two-way fixed effect,the total output value of agriculture,forestry,animal husbandry and fishery is selected as the core explanatory variable to analyze the relevant influencing factors to improve the utilization level of agricultural water resources.The main results are as follows:(1)The overall utilization level of agricultural water resources in Henan Province shows an increasing trend,but it is still in a medium low level,the development level is not high,and the distribution among regions is uneven.The utilization level of agricultural water resources in Northern Henan is the lowest,which is located below Henan Province.The central,eastern and western regions of Henan are relatively low,close to Henan Province,and the southern region of Henan is relatively high,higher than Henan Province.Among them,in 2018,the utilization level of agricultural water resources in Anyang,Puyang,Xinxiang and Jiaozuo was seriously low,lower than other prefecture level cities and Henan Province.(2)The coordination level between the utilization of agricultural water resources and the total output value of agriculture,forestry,animal husbandry and fishery in Henan Province increased slowly,and remained at the basic coordination level from 2007 to 2019.Among them,in 2019,the coupling coordination degree of Zhengzhou,Anyang,Xinxiang,Jiaozuo,Puyang,Xuchang,Luohe and Sanmenxia was the lowest,which was at the level of near imbalance,belonging to the type of imbalance,and the level was lower than that of Henan Province.The relative development degree of agricultural water resources utilization and the total output value of agriculture,forestry,animal husbandry and fishery in Henan Province was not stable in the early stage.Although the trend was relatively flat in the later stage,it showed a downward trend as a whole.The relative development degree of local cities also changed from the utilization level of agricultural water resources ahead of the total output value of agriculture,forestry,animal husbandry and fishery to lagging behind.(3)The absolute value of the influence coefficient of each explanatory variable on the utilization level of agricultural water resources is ranked from large to small as follows: Fishery proportion,agricultural labor productivity,cultivated land area,engel coefficient,total output value of agriculture,forestry,animal husbandry and fishery,growth rate of farmers' per capita disposable income and forestry proportion.Among them,the total output value of agriculture,forestry,animal husbandry and fishery is the core explanatory variable and the cultivated land area is the control variable,which are negatively correlated with the utilization level of agricultural water resources;Agricultural labor productivity is the control variable and has a positive correlation with the utilization level of agricultural water resources.
