Study On The Evolution And Formation Mechanism Of Land Use Conflict In Institutional Ecological Space

China is experiencing a period of rapid urban development,the sharp contradictions between strong demand for social and economic development and increasing deterioration of the ecological environment quality are prominent,and the ecological space are gradually eroded by rapid expansion of urban construction land and local town disorderly spread.Through proposed control specification,the government expects to strictly protect natural space and receive maximize ecological benefits of natural space.However,the development needs of grassroots personnel within the natural space are not given due attention by the government,makes the conflict between "top-down" management mode and development mode of "bottom-up".This kind of geographic space that intervened by government forces and defined by the specific policies and regulations are known as the institutional ecological space.This research taking Jinan southern mountain area as an example,on the basis of integrating a variety of data including the remote sensing data,land use classification data,relevant statistical data and field investigation data,combined remote sensing analysis methods and social network analysis methods,identify the characteristics of land use change and the evolution of policy within research area systematically and comprehensively,and study the formation mechanism of land use conflicts intensively combined stakeholder theory.The main results are as follows:(1)This research reveals the spatial evolution of land use in the Southern Mountain Area of Jinan City from three aspects include land use change situation,quantity structure and change speed,summarized as the following characteristics:woodland area is sustained increase and the growth tends to be stable,and forest land to urban land transfer rate is highest;urban construction area is rising and accelerated in the near future,new urban land mainly comes from forest land and cultivated land;arable land and garden plot area overall decline,the reason is the adjustment of the economic structure led by the villagers.As to related policy aspects,Jinan southern mountain area policy evolution can be summarized as five phases,respectively are focus on ecological conservation,enact related regulations,prepare the related special planning,set up specialized management institutions and a variety of control methods coexist.(2)Identifying stakeholders in land use conflicts of the southern mountains of Jinan City,divided into core stakeholders,secondary stakeholders,and external stakeholders by relationship closeness with the research area development.According to the characteristics of land use conflicts,researchers divide the process of land use conflict into potential conflict phase,conflict intention phase,conflict behavior phase and conflict structure phase.Qualitative representation of the process,interaction and overall structure of the construction of the multi-interest main body network in research area by social network analysis method.The result shows that with the participation of multiple stakeholders,the relationship between social network nodes become integrated,and with the continuous enrichment and improvement of social networks in the research area,its network density even stronger.The strength of control measures by government lead to the strength of its social network,and the overall development trend of social network in Jinan southern mountain area is gradually balanced,and with the enrichment of individual type and quantity,it also keep its stability.Researchers selected Menya village(famous for agritainmen),Aijia Village(features picking park management)and Yanger Village(features villa construction)as main study subject,analysis its stakeholders formation and the gambling relations between different stakeholders,to reveal the formation mechanism of land useconflicts within the research area.During the renovation of the agritainment in Menya village,the most prominent gambling relationship is the relationship between agritainment operators and ordinary villagers,tourists and management department.The packing park operators have the highest sharing degree,its interaction with travel agencies and village groups is most evident in social networks.In Yanger village,the action to dismantle illegal and temporary structures makes stakeholders relationship more closely,and it has the largest social network density.
