Evolutionary Game Analysis On Construction Waste Reduction Management From The Perspective Of Different Policy Instruments

Construction waste reduction management plays an important role in reducing construction waste emissions directly and solving the problem of the environmental pollution.In 1980s,the government began to study the management of construction waste reduction,promulgated many laws and regulations which are related to construction waste,and has made great progress.But at the level of policy implementation,because of lack of both policy instruments and a complete set of laws and regulations,the construction waste reduction power of construction enterprises is short,the effect of construction waste reduction is non-obvious,the goal of construction waste reduction is still not accomplished.However,the scholars have not realized the impact of policy instruments on construction waste reduction management,and few scholars have studied on this issue.In this context,this paper focuses on three concrete problems of the construction waste reduction management:the influence of different policy system on the reduction behavior of the government and construction enterprises;factors that the governments can adjust in order to promote enterprises reduction activities and achieve the goal of building waste reduction faster;the kind of the instruments that the government can use is more conducive to the development of construction waste reduction management activities.This paper starts with the research background and relative basic theory,defines the related concepts of this paper,divides the environmental policy tools,summarizes the factors which influence the construction waste reduction,studies the influence of policy change on the construction waste reduction.Then based on the assumption of bounded rationality,this paper uses evolutionary game theory and numerical simulation,from the perspective of different environmental policy,builds the evolutionary game model of government and construction enterprises in the construction waste reduction process,discusses the behavior change of government and building construction enterprises in the construction waste reduction activities from three aspects of the fine system,the sewage charges system and the subsidy system in depth,and discusses the change of factors on the reduction behavior of the government and the construction enterprises,and the behavior changes of the government and the construction enterprises in the construction waste reduction.This model is simulated,and the obtained results from the theoretical analysis are verified.Finally,according to the results of the analysis and simulation,this paper summarizes the advantages and limitations of the system,summarizes the applicable conditions of all kinds of system,and puts forward policy recommendations of the construction waste reduction management from the perspective of the government.
