The problem of garbage disposal is a serious challenge faced by all countries in the 21 st century.The waste incineration power generation project has been favored by various countries because of its advantages of land saving,large processing capacity and high garbage utilization.The number of waste incineration plants in China has also increased rapidly in recent years.However,with the increase in people's requirements for living environment,the phenomenon of the NIMBY of waste incineration power generation projects has frequently occurred,which has seriously affected the construction or operation of waste incineration plants.Therefore,the problem of solving the problem of NIMBY is almost every waste incineration enterprise.The problem that must be faced.The new technology transformation can not only reduce the pollution discharge in the garbage disposal process,but also meet the requirements of the national “harmless” treatment,and it is also an important way to solve the problem of NIMBY.However,should new technology be transformed? To what extent should new technology be transformed? Corporate investors still need to think seriously.This study is mainly aimed at the two parties-enterprises and residents,considering the utility of enterprises and residents,only to meet the expectations of enterprises and residents at the same time,in order to make the project continue to operate healthily.Therefore,this paper combines the net present value method and the evolutionary game theory method to consider the NIMBY factor in the investment decision of waste incineration power generation project,and construct the evolutionary game model of the new technology transformation investment decision of the waste-to-energy generation enterprise under the risk of the adjacent avoidance effect.Better support for waste incineration power generation companies and project investors to make correct decisions.Based on this,the main research work of this paper has the following points: First,through the literature review,the development status of waste incineration power generation project,the development status of incineration technology,the cause and solution of NIMBY,the applicable field of game theory and the interest The theory is combed,which provides an entry point for the research of this paper,which lays a theoretical foundation for the determination of project participants and the analysis of interest appeal and model construction.Second,analyze the interests of the main participants of the waste incineration power generation project,define the research subject is the enterprise and nearby residents,analyze the interests and influence factors of the residents and enterprises respectively,and lay the foundation for the model construction and case analysis.Third,Constructing an evolutionary game model of investment decision-making in the new technology transformation of waste-to-energy enterprises under the NIMBY,including scene description and model hypothesis,construction of utility function model of residents and enterprises in four states,stability analysis of the model,stable evolution A general model for transforming the range of coefficients under the strategy to provide a method model for case analysis.Fourth,select cases for analysis,deduct and analyze the model,select the domestic waste incineration power generation project that is being operated in China as a case,and test the scientific and rationality of the model,method and steps.Fifth,Analyze the factors affecting the upper and lower limits of the transformation coefficient.Carry out numerical simulation,study the impact of the transformation coefficient on the choice of behavior strategies of residents and enterprises,and according to the analysis results,provide corresponding countermeasures and suggestions.
