Industry accounts for a large proportion of man-made carbon emissions in China's economic development,which is the most important industry for the government to implement the sustainable development strategy,and also the focus of the development of low-carbon economy.In terms of production links,metal products continue to consume coal resources in production,and there are some links of high consumption and high pollution.Therefore,the research on metal products industry has a guiding role in comprehensively formulating emission reduction tasks for China.In order to achieve more reasonable and effective improvement of China's emission reduction task,this paper uses Three-stage DEA model to calculate the carbon emission efficiency based on the data of metal products industry in China from 2009 to 2016.From the perspective of fairness and efficiency,the total carbon emissions will remain unchanged,and the carbon emissions will be allocated to the regions that meet the conditions.At present,the research conclusions are as follows: first,the carbon emission efficiency of the metal products industry in each region of China is on the rise,but the efficiency of the western region has not reached the optimal level,and there is still room for progress.The regional carbon emission efficiency of the whole country is unbalanced,the eastern region is the highest,and the western region is quite different from other regions.As the carbon emission efficiency growth slows down,the efficiency value of each region continues to improve.Secondly,compared with the calculation results of traditional DEA model,this paper adds various environmental indicators to rectify the deviation,and determines a more real and effective carbon emission efficiency value.From the results of the impact of environmental variables on input factor relaxation variables,the level of urbanization,industrial structure and energy structure are conducive to improving carbon emission efficiency,and the factors of science and technology support intensity play a restraining role in carbon emission efficiency.From the results of theimpact of environmental variables on input factor relaxation variables,the level of urbanization,industrial structure and energy structure are conducive to improving carbon emission efficiency,and the factors of science and technology support intensity play a restraining role in carbon emission efficiency.Third,we should determine the value range of carbon emission right distribution,and add the principle of fairness to the constraints,that is,the proportion of carbon emission right in the whole country will approach the proportion of GDP in the whole country,while maximizing efficiency,we should take into account the relationship between the economic development of each province and carbon emission,and study the carbon emission right distribution scheme under the balance of equity and efficiency.Fourth,using the data of 28 provinces and cities to balance the equity and efficiency allocation scheme,the paper discusses the advantages of the allocation scheme proposed in this paper.
