Reseach On Provincial Strategies To Address Climate Change From The View Of Carbon

Climate change, which is featured as global warming, has brought about serious negative impacts on the living of human beings. China is one of the most vulnerable countries that are adversely affected by climate change. To actively address climate change, the Chinese government explicitly integrates climate change into the long-term planning of national socioeconomic development. The 18th CPC National Congress vigorously proposed the construction of ecological civilization, highlighting determination and confidence of promoting low-carbon development and actively addressing climate change. Study and formulate strategies to address climate change is an important guarantee. Despite the current focuses on this question home and abroad have done a lot of researches, less attentions have been paid to the current status and the new situations of addressing climate change on provincial level. To realize the target that carbon intensity is reduced by 40%-45% in 2020 based on 2005 level and win the right to speak in international negotiations, developing strategies to address climate change at the provincial level and carrying out related work is a practical way in China. Taking Zhejiang Province as the case, this paper analyzes the current stauts and the new situation of addressing climate change on provincial level, put forward Zhejiang Province’s strategy to combat climate change, and conduct preliminary work to address climate change.This study reviewed the situations of addressing climate change home and abroad, used the low carbon theory and carbon trading theory as the guidance and adoped methods of comprehensive evaluation index and scenario analysis. We proposed key strategies to address climate change from the aspects of basic research, marketing means and government implement, taking Zhejiang Province as the example. The main content includes the following five aspects:firstly, to analysis how to conduct the work of climate change on the provincial level under new situation, elaborate the relevant strategies and new chanlleges and problems taking Zhejiang as the case, and then raise the strategies to address climate change in Zhejiang Provincel; Secondly, to elaborate the importance of basic scientific studies on provincial work of addressing climate change, using evaluation of low-carbon development for cities in Zhejiang as the case; thirdly, to discuss the importance of marketing mechanism in addressing climate change and low-carbon development from the viewpoint of carbon trading; Fourthly, to investigate the government implement in addressing climate change and low-carbon development using decomposition scheme of carbon intensity reduction in Zhejiang during the "Twelfth five-year"; Finally, we proposed policy impilcations and future work based on above conclusions. The results of this study not only provided a scientific basis and policy direction for Zhejiang Province to carry out the work in addressing climate change, but also offer duplications for other provinces and cities.The innovation points are as follows:Firstly, this study systematically summarized and raised the comprehensive strategies to conduct climate change, and elaborate the relevant work using Zhejiang Province as the example. Meanwhile, we proposed the strategies to address climate change that scientific study should be the foundation, and market mechanism and government implement should be practiced together.Secondly, using Zhejiang as the case, the study conducted the evaluations of low-carbon development for cities both on provincial and city level. We calculated the development level of low-carbon city in Zhejiang Province between 2005 and 2012, and ranked the 11 cities according to their low-carbon development level. The results provided insights into evaluations of low-carbon development level in other provinces and scientific foundations for addressing climate change.Thirdly, the study elaborate the market approaches to address climate change using carbon trading as the pointcut. We reviewed the characteristics and development status of carbon trading market home and abroad, raised the foundation and feasible approaches for carbon trading in Zhejiang, and thus provide references for other non-pilot provices in how to address climate change using market approaches.Finally, taking Zhejiang as the case, the study conducted the research on decomposition scheme of carbon intensity reduction during the "Twelfth five-year". We tend to develop scientific, rational and effective plan to decrease the city’s carbon intensity index, and analysis the possibilities to achieve the goal under different scenarios. Therefore, we could provide scientific foundations and approaches for the governments to implement the climate and low-carbon policies.
