An Empirical Study On The Integration Of Rural Tourism And Meteorological From The Perspective Of Global Tourism

The “whole area tourism” has risen to the national strategy and the whole society's action hot spot.It has become the important carrier to the new road of Xi Jinping socialism.The government's work report in 2017 and 2018,put forward that we should speed up the development of the global tourism and create the global tourism demonstration area,make the “whole area tourism” will become an important strategic action to stimulate the social and economic development.The general office of the State Council issued the guiding opinions on promoting the development of “whole area tourism” and made new plans for accelerating the transformation and upgrading of tourism industry in March 22,2018.This opinion stressed that to speed up the reform of the supply side of tourism,we must change from the ticket economy to the industrial economy,and from the closed tourism model of self-circulation to the model of “tourism +”.Therefore,the model of "tourism +" is the key path to realize the whole area tourism,it is also an effective way to realize the upgrading of the tourism industry.There is a natural coupling relationship between tourism and meteorology.In 2018,the office of the State Council issued the "guidance on promoting the development of the whole region",and clearly pointed out that "tourism + Weather" has become an important direction for promoting the development of the whole region.Since 2016,the China Meteorological Service Association has created 28 "Chinese natural oxygen bars" in the country,paying attention to the protection of rural ecological environment,developing climate tourism and promoting the construction of beautiful countryside.Rural tourism and meteorological service are the two major industries that have the most characteristics of integration development.The development of rural tourism is an important carrier and foundation to support the creation of a national tourism demonstration area.The National Tourism Administration announced 500 wholes-area construction units since 2016.The Leshan City and Shitai County are listed in the first batch of national tourism demonstration areas in 2016.This study from the integration of tourism and meteorology construct the fusion development evaluation system,Based on the research of the affect factors and path of development.Taking Mount Emei and Shitai County as an example,we explore how to achieve the upgrading of tourism industry and optimize the tourism environment through the establishment of the global tourism demonstration area.This paper focuses on the following six aspects:The first,the theoretical foundation of the development of tourism and meteorological integration under the background of “whole area tourism”.In the development of the concept of “whole area tourism” and the modernization of meteorology,the integration of tourism and meteorology is reflected in many aspects,such as tourism meteorology,disaster prevention and reduction,agro meteorology,weather forecast and tourism safety.Therefore,theoretical research in the " whole area tourism,rural tourism,tourism of meteorology" as key words,collecting dates and reviews the progress of the concept,puts forward the research direction,questions and methods of this research.The second explore the influencing factors of the integration and development of rural tourism and meteorological services.The research on the integration development of tourism and meteorology in China is still at a preliminary stage.There are many problems in using mode of “tourism + Weather” to promote transformation and upgrading of tourism industry.Therefore,this paper uses "industrial integration theory","tourism push pull theory" and "new public service theory" to explore the influence factors of development of rural tourism and meteorological service,mainly from four aspects: demand,supply,media and services.Then construction the index of rural tourism and meteorological service development.Using the method of questionnaire and Statistical analysis method analysis this influence factors.The third,exploring the path of integration development of rural tourism and meteorological service.Analysis the influencing factors and combined with the forms and characteristics of the integration development,putting forward three ways to integrate the development of rural tourism and meteorological services from aspects of resources,industry and technology.The fourth,build the evaluation index of the degree of integration.The integration of tourism and meteorology has more direction,but there are many problems in the development of the integration of resources.Therefore,from the perspective of resources,this paper collects relevant data and adopts expert opinion method to build evaluation index and calculate the weight of each index.The fifth,the analysis of the integration development of Mount Emei and Shitai County.This paper sorts out the current situation of the Mount Emei and Shitai scenic area,applying the evaluation index to analyze and evaluate the integration development of rural tourism and meteorological services in terms of resources.Last,the proposed measures for the integration development of rural tourism and meteorological services.Based on the research of influencing factors,development paths and specific examples,putting forward some measures to promote the development of rural tourism and meteorological services from five aspects: innovation,policy,service,talents and sustainable development.This paper researched the impact factors of integration development of rural tourism and the meteorological service and path of development.Using examples of fusion degree of Mount Emei and Shitai scenic spot,hope to provide a theoretical basis and practical reference to the "integration development of tourism and meteorological”model.
