The Redline of ecological protection refers to the strict ecological protection boundary demarcated according to key ecological functional zones,ecologically sensitive zones,forbidden development zones,and ecologically fragile zones,and is the bottom line for the ecological security of a country and an area.The Redline of ecological plays an important role in maintaining the regional ecological security pattern,safeguarding the functions of the ecosystem,and supporting sustainable economic and social development.However,the ecological Redline as a new environmental protection measure needs further improvement and expansion.In order to strengthen ecological protection,the state has issued a series of policies in recent years.In 2011,the country first proposed to designate ecological Redlines in important ecological function areas,ecologically sensitive areas,and vulnerable areas.How to scientifically complete the demarcation of the ecological Redline and coordinate its development with economic construction has become a major issue in environmental protection.Taking the Baicheng area as an example,this paper analyzes the ecological environment in the Baicheng area and draws conclusions about possible problems in the process of delineating the ecological Redline in the area and proposes solutions.First,the current status of the ecological environment in the Baicheng area was analyzed,and the major ecological and environmental problems in the Baicheng area were obtained.On the GIS platform,according to the weight of single factor determined by the analytic hierarchy process,the ecological sensitivity of the area and the importance of ecological function are superposed.Based on the comprehensive analysis of the current land use function area,the ecological protection Redline in the Baicheng area is delineated.Finally,in response to the future development of the ecological environment in the Baicheng area,corresponding ecological protection measures are proposed.The main results of this study are:(1)Baicheng ecosystem health evaluation.Using remote sensing data as the main source of data,GIS technology was used to analyze the health status of the Baicheng region.The ability to characterize ecosystem health by ecological dynamism,ecological organization and ecological resilience was studied separately.During the research process,the NDVI average value,vegetation cover area,and slope of change in the picture element over a decade from the maximal synthetic MODND1 D data from the five-month period from the year of 2015 to 2015 were selected,and these indicators were used to establish an ecological health assessment system.The results showed that the health status during the decade showed a downward trend.The average health index was 0.0016,and the range was-0.0039 to 0.0211.(2)Determination of Ecological Red Line System in Baicheng Area.Based on the two indicators of ecological desertification sensitivity and importance of ecological functions,a comprehensive analysis of the ecological problems in the study area,combined with the local environmental conditions,with the "Redline guide" as the principle of division established the ecological Redline division method Baicheng region.The Baicheng area has the worst ecological environment in the west of Jilin.This paper established the ecological Redline classification system of the Baicheng area from four aspects: sensitivity of land desertification,important functional areas of ecological services,land use function areas,and prohibited development areas,including the environmental impact system.The 12 single factors,as well as the analytic hierarchy process,determine the weights.(3)Assessment of the importance of ecological protection in Baicheng area.Mainly from the assessment of land desertification sensitivity,importance of ecological services,land use function zones,and forbidden development zones,the results show that the ecologically sensitive areas in Baicheng are mainly in the northwest of Tongwei and south of Tongwei,and these areas are mainly soil erosion.The nature is high and the ground forms a canyon.There are more windy hours and the ecological pattern is easy to damage and difficult to recover.The important functional areas of the ecological environment are mainly distributed in Mongolian townships in the northwest of Tongyu County,in Zhanzi Town in the south of Tongyu County,in Moong Town in Da'an City in the north,and in Haicang Township in Dadongong County.These regions are mainly due to the Xianghai National Nature Reserve.Baola Wendu Nature Reserve and Momoge Nature Reserve.(4)The scope of the ecological Redline in the Baicheng area is determined.Ecological significance,ecological desertification sensitivity,and land use functional areas were superposed and analyzed.The ecological Redline in the Baicheng area was divided into two grades.The highest grade was the rigid Redline area,and the ecologically prohibited development zone was directly incorporated into the rigid Redline area.The total area of ecological Redlines in the Baicheng area is 11,147.08 square kilometers,accounting for 43.38% of Baicheng's total national territory.The area of the rigid ecological Redline area is 4786.65 square kilometers,accounting for 18.96% of the country's land area in the Baicheng area and is mainly distributed in the Momoge Nature Reserve in the southeastern part of the town,the Chagan Lake Nature Reserve in the southeast of the Da'an City,and the Xianghai of Tongyu Nature Reserve.The area of the elastic ecological Redline is 6262.59 square kilometers,accounting for 24.31% of Baicheng's land area.It is mainly distributed in the central Tongwei area,central Baicheng area,and most of Da'an City.(5)Baicheng ecological Redline control measures.Sensitivity to land desertification,importance of ecological functions,land use function zones,and prohibited development zones are subject to sub-level management and control.According to the ecological importance and the actual management needs,the Baicheng region's ecological control measures are divided into two types of controlled areas.While carrying out environmental protection,it is also necessary to carry out ecological compensation mechanisms in order to truly ensure the coordinated development of the ecological Redline and economic construction.
