With the full implementation of the basic national policy of reform and opening up,China's economics and social development have made remarkable achievements.However,the rapid urbanization process has also led to the fast disappearance of historical and cultural heritages in a large number.Above all,as a carrier of traditional urban history and culture,historical streets are impacted greatly in this havoc of urban memory,and need urgent protection.The evaluation work of the protective planning of these historical streets is the cornerstone that ensures the scientificity and implementation of the relevant planning.At present,the protective evaluation work of historical resources mostly adopts the traditional method to analyze the current situation and basic data mainly at perceptual level,which leads to many disadvantages such as low efficiency,less diversity of analysis means,over subjective elements in evaluation results,etc.Currently,GIS digital technology is applied to deal with problems such as the management of the historical and cultural resources and the planning formulation of historical streets protection,etc.This technology could save lots of manpower and material resources and realize the dynamic management of historical resources.Moreover,it could achieve the reasonable and scientific classification of the historical streets.Thus,it has effectively assisted the protective planning of historical and cultural city.Firstly,this paper sets Changsha City as an example,based on the summarizing of the related research from the domestic and foreign,to establish the methods of status investigation and protection organization based on the GIS technology,for specifically dealing with the complexity,uncertainty and dynamical problems,which are produced by the process of fast development of the cities,that historical and cultural heritages have confronted.Secondly,this paper establishes the data standard of various cities' history information and the Geodatabase of Changsha City for storing and managing different geographical data,remote sensing image data,existed professional planning data,statistical data,attribute data,status investigation data and meanwhile,accomplishing the perfect combination of spatial and statistical data of the city's history resources for providing a plentiful database platform to the protective planning work of thehistorical cities.Then,considered the protective demands of Changsha City,this paper builds a protective evaluation system mainly based on the historical streets' value of environment,ecology,history,science and arts.Finally,based on the completed work above and combined with the standard of classification and evaluation built by the protective evaluation system of the historical streets,this paper quantitatively analyzes 14 historical streets inside Changsha City using many different methods such as multi-element assessment method,GIS spatial analysis method,Delphi method and statistical method,to obtain the specific and comprehensive values of historical streets.At last,this paper gives some advices about the special and classified protections of Changsha City's historical streets,and the urgency degree of this protection for assisting the policy decision work of Changsha City's historical streets protection.This assist to improve the scientific and technical nature of the planning result effectively,and promote the maintenance and sustainable development of urban historical features.
