The report for the nineteenth congress of the communist party pointed out that a high qualified and specialized public servants should be shape.The Tax Administration System as an administrative unit to implement national policies and safeguard taxpayers' rights and interests,always adhering to the concept that ‘beginning with the needs of the taxpayer,ending with the satisfaction of the taxpayer'.It is the sacred duty for the Tax Administration System to hold on the idea that collecting taxes for our country and people.The insistence of the idea and responsibility need to build a professional tax cadres with high efficiency and excellent style,what's more stimulating the endogenous motivation of tax cadres is the key to construct the staff.Which can complete the transition from “management” to “service”.The most important is that the stimulation of the endogenous power depends on the effective motivation mechanisms for the tax officers.It is a new topic that the motivation mechanisms of human resources in the tax system.Studying how to make use of the incentives to benefit the tax system,in particular the front line tax administration can manage retain talent,constantly improving the enthusiasm of the tax cadres and improve the administrative efficiency for the taxpayers.By collecting theories which are related the motivation mechanisms for public servants,comparing the research situation at home and abroad,selected the tax cadres of Langzhong Tax Administration to study in.Combing with my own work experience to design the questionnaire,so that to collect the tax cadres' opinion about the situation of the motivation mechanisms for public servants of the administration.According to the actual work situation and the questionnaire data,sum up the problems which are existing on the motivation mechanisms for public servants in Langzhong Tax Administration.And then make a deep analysis on them to find out the reasons.Basing on these works,by the the application of various kinds of incentive theory,proposed the the principles on tax incentive that Langzhong Tax Administration motivation mechanisms should follow and the corresponding countermeasures.These concreted suggestions on the paper can play certain reference function on promoting the Langzhong tax cadres who with professional ability and professional spirit and can adapt to the requirements of the development of socialism with Chinese characteristics in the new era,and can provide a reference for other fraternal units.
