It is the important subject for all levels orgnaization of social insurance agency that how to use the power of technology innovation and institutional innovation, improve operational efficiency and service capabilities. As an international pop administration theory,Government Process Reengineering thought have been carried out years of research and practice both at home and abroad, to achieve these goals provides a theoretical basis.Tianjin Social insurance fund management center achieve an earlier provincial vertical management agencies, A high degree of unity "five insurance" unity handling and handling processes, which handling model and business processes are in a leading position in China.However, with the development of the times, the department process appears such as missing functions, policy fragmentation, sharing mechanism is not perfect, business platform backward and lack of services means,and so on. Agencies serving citizens in an open and transparent and simplified business processes needs are not met. The cause of these problems is the Bureaucracy organizational structure and management system shackles on innovation, management activities, the lack of awareness of the asymmetry of people-oriented, and the digital divide caused by the information, technology and ideas.To solve the above problems, must be under the principle of "people" as the core, adhere to correctly handle the relationship between centralized and decentralized services, conducted BPR in the sector. "Government 2.0" as an emerging trend, emphasizing the use of network media and other tools to guide citizens to interact with government, participate in government processes, provides the BPR the technical foundation and goal orientation:With the "Government 2.0" to create a "seamless social insurance " as the goal, the establishment of "my" social insurance center, to achieve full insurance coverage and standardized handling. In the organization and personnel management, to promote the work extended to the community, establish of a comprehensive counter system and background audit/review system to reshape the organizational structure and personnel performance assessment methods. Application on the system should be established between the government and relying on information sharing platform to develop intelligent auditing system, reducing the need for paper-based business documents, reduce staff labor intensity. In services, should make use of the Internet, mobile client and micro-channel public platform to develop online consulting, online bill payment, booking services, online evaluation function, broaden the self-service methods and channels, bridge the digital divide, to carry out the big data applications.In this paper, through literature research, comparative analysis and empirical research methods, in the list and graphical other auxiliary means, comprehensive description of the Tianjin social insurance fund management center existing organizational structure, functions and processes. Analyzes the causes of the existing processes and the resulting problems, the department explained the necessity and possibility of BPR, as the goal of achieve the "Government 2.0", setting the principles of Social insurance center's BPR, proposed specific measures to BPR, reshaping the Tianjin social insurance fund management center organizational structure, business processes, service platform, archives management, and personnel performance standards, so as to achieve the social security center in Tianjin level business managers to keep walking in the forefront of purpose.
