Since the theory of scientific development concept is proposed, the thoughts of people oriented and scientific development is implemented universally over the nation. Thus the wave of reform of the establishment of service-oriented government's reform swept through our country all over the government and its departments. Overall, the construction of our service-oriented government has already changed from the exploration and the planning stage, into the democratized, standardized and the systematical stage which is comprehensively implemented and the advance stage of the whole.The construction of service-oriented government is not only the direction we need to work hard on. It's also the long-term strategic target of the Chinese Government reform.The service-oriented government of our country is in rapid development, The Large System Reform started in 2008 is a signal of the acceleration of the service-oriented government. The Large System Reform, which isoriented by reducing the administrative approval, the merging of similar affair rights, the enhancement of service efficiency, will accelerate the construction of the service-oriented government.However, the construction of service-oriented government involves in different levels of the government and different functional departments. Whether the whole nation can take the the reform and the construction of service-oriented government, is the focus and the difficult. The government's overall strategic concept needs the implementation of its related functional departments. The feedback of information of related functional departments'practice provide the basis for adjusting the overall strategy.Therefore, the construction of the service-oriented government is definitely not only the affair of government's decision-making department, but also a reform project which is implemented by the whole government departments.In this paper, the author chooses the industrial and commercial administration department as a research points of the construction of the service-oriented government, to do the research of the dialectical relationship and the practices of reform into the service-oriented government.As a functional department of supervising the market and law enforcement administration, the work of administration for Industry and Commerce is closely linked to the ordinary citizen's life. As the consumer, the maintenance of all citizen's consumption rights depends on the function of industry and commerce administration. As the entrepreneurs, the citizen's behavior of market transaction and the market competition is also depends on the market supervising and law enforcement function of the Industry and Commerce administration department. However, the long-term ruling-oriented government department operating pattern, has brought the ruling idea, objectives, working procedures and working methods, into not adapting into the service requirements of the new market economy. To establish the qualified service-oriented administration, which accords to the socialist market economy, we have to complete the theory system of the service-oriented government, and to get a deep connotation of the service-oriented government. Under the premise of theoretical instruction, we have to seek the correct way of the construction of the service-oriented government department through practices.This paper takes the construction of service-oriented government as a general theoretical framework. Under this framework, the paper analyzes the dialectical relationship between the service-oriented government and the service-oriented trade and industry department. By researching into the concept of service-oriented government and it's theoretical basis and the practice paths, the paper elaborates on the basic connotation and main idea of the construction of service-oriented trade and industry department. The service-oriented trade and industry department should set up it's own service idea and goal, according to the construction idea and the service goal of the service-oriented government. From it's own service practices, it should be an organic part of the service-oriented government.This article outlines the construction of the service-oriented trade and industry department. Meanwile, the paper takes the practices of administration of industry and commerce of Jinxiang County constructing the trade and industry department as an example, and takes the method combining theory and practice, to analyze it's reasons and the countermeasures of problems during the constructing process. What's more, from studying how to realize the service-oriented government's idea by department governance, the paper works on the countermeasures to improve the government services, in order to provide some useful advices for local governments with the construction of service-oriented government.The article is divided into six parts: The first part introduces the background of the paper, and comments on the research materials of service-oriented government from at home and abroad. It elaborated on the research ideas of the paper, which is considering the construction of service-oriented government from the government functional departments'service construction. The second part elaborated on the connotation, the characteristics of the service-oriented government, and the theory basis and the practice ways of constructing service-oriented government.Secondly, it discusses the essence of a service-oriented government's administration organizational structure, conduct and decision-making models with the basic content to reflect the citizen-centered concept. Part three demonstrates the dialectical relationship between service-oriented government and service-oriented Trade and Industry. Pointed out that building a service-oriented industrial and commercial service-oriented government are an important part, which in turn promote the construction of industrial and commercial administration and construction. The fourth part elaborates the reform and construction of industrial and commercial administration construction in the formation of service-oriented government. As the focus of this article, according to the model of government mentioned above, it is combined with the specific situation in our country, defining the service, setting up the basic meaning of the Trade and Industry, the main framework of the concept and practice, building a basic pattern of construction of a service-oriented industrial and commercial system. The fifth part exemplifies Jinxiang County's Administration for Industry and Trade from a practical point of view to explore, pointing out right direction.
