| No matter from the historical experience of developed countries or the dual transformation of developing countries,we can realize that the transfer of rural labor is a necessary process of industrialization,urbanization and agricultural modernization.According to Lewis’ s theory,when the transfer of agricultural surplus labors is over,the economic transformation also finished.Since the reform and opening up,China’s rural population has continuously withdrawn,but labor transfer has not shown significant results in peasants’ incomes and rural development.The income gap and the gap in industrial efficiency are still relatively large.Agricultural modernization is still a short period in four modernizations.With the completion of the current successful completion of a well-off society,how to effectively implement the strategy of rural rejuvenation and continuously stimulate the vitality of rural areas,agriculture,and farmers has become an important issue at this stage,and the key is to play the role of agricultural transfer of labor.Therefore,the main issues studied in this paper are: how to further promote the role of rural labor transfer in the development of agriculture,rural areas,and farmers,and accelerate the dual structural transformation of urban and rural areas.Based on the dual economic theory,human capital theory and agricultural modernization theory,this paper analyzes the connotation of agricultural production cost-benefit,rural development cost-benefit and farmer cost-benefit.Then,this paper selects the local transfer labors,off-stie transfer labors,migration and effective labor difference as key variables.This paper selects the proportion of market resources allocation,the degree of opening to the outside world,the employment elasticity of the secondary and tertiary industries as the external environment explanatory variables.Based on the agricultural related indexes of 13 cities in Jiangsu province from 2001 to 2016,the evaluation results of agricultural cost and income were evaluated by entropy method.Through a comparative analysis of the different effects of labor transfer paths on agricultural cost-benefit,this paper can draw the following conclusions:First: The cost-benefit of agriculture in the province increased from 2001 to 2016,the increase of agricultural cost in some areas was not obvious and decreased slightly since 2013;And agricultural income keeps rising,and the gap between the ground gradually narrowed.Second: The quantity of local transfer labor force has reached the stage of reducing agricultural cost and raising agricultural income.Third: there is a nonlinear relationship between the number of off-site labor transfer and agricultural cost-income,and the increase of off-site labor transfer is not conducive to reducing agricultural cost and increasing agricultural income.Fourth: the gap of the difference in human capital transferring labor will reduce the agricultural cost,at the same time increase the agricultural income,but the impact on agricultural income is obvious than the impact on agricultural cost.Fifth: the degree of opening to the outside world has a significant impact on the cost and benefits,but the other indicators are not significant. |
