China, as a biggest country of population, due to long time policy of urban-ruralsplit system, there is a large number of agricultural labor stranded in rural area, howto make full use of and the reasonable distribution of this part of the labor resourceshas driven attention from all walks of life. Along with the development of thehousehold contract responsibility system and the process of reform and opening up,China’s agricultural surplus labor continuously transferred from the agriculturalsector to the industrial sector, rural to urban, local transfer and off-site transfer aretwo modes coexisted at the same time. With the growth of national economy and theadjustment of economic structure, the agriculture surplus labor transfer has enteredinto a new period, the transfer mode and speed have undergone a significant andprofound influence on rural residents consumption.In view of this, This paper compiled the data of28provinces in our country from1996to2010, specifically analysis the effects on consumption of rural residentswhich caused by the transfer of surplus agricultural labor, from the theoretical andempirical perspective. Theoretical aspects, at first, based on income to study themechanism about agricultural surplus labor force transfer effect per capita net incomeof rural residents, and then transit to the rural residents’ consumption through income.Specific performance in, agricultural surplus labor force transferred to city and ruralnon-agricultural can make full use of surplus labor resources to create more labor’svalue, thereby it facilitated the increase of rural residents’ economic income, andimprove their life consumption level. At the same time, along with the agriculturesurplus labor transfer to city, the city of new pattern of consumption and consumptionhabit carried back to the countryside, these improved the rural relative backwardconsumption idea, and ultimately good to rural residents consumption structureupgrade gradually. Empirical aspects, according to the different direction fromagriculture surplus labor transfer is divided into local transfer and off-site transfer,and then discussed these two different transfer modes how to effect the rural residents’consumption, as a result,we found that (1) Agriculture surplus labor transfer not onlyaffected the consumption of rural residents from income indirectly, also has a directimpact on rural residents’ consumption.(2) Local transfer and off-site transfer had bigdifferences on the consumption of the residents’ effect, that is, the mode of the off-site transfer significantly improved the consumption level and structure. On the contrary,local transfer is not obvious to improve the consumption level of rural residents, andit’s not conductive to optimize and upgrade the rural residents’ consumption structure.(3) Because of transfer’s quantity and quality of agriculture surplus labor, there werebig differences in every province and three regional economy areas, the consumptionlevel of rural residents in the eastern part improved by the off-site transfer was greaterthan the whole region. Finally, based on summarizing the results of this research, thispaper proposed some corresponding suggestions.
