The civil aviation industry is an important strategic industry in China's economic and social development,with the Chinese economy has entered a new normal,in order to effectively solve the airport faced in the rapid development,the enterprises to actively explore the development of consistent performance management system and gradually break itself,only pay attention to safety,service and operation indicators of performance,truly realize the strategy landing,and make due contribution for the national construction of modern comprehensive strategic layout the transportation system.The research object of this paper is located in the port city of the northeast of China D airport,state support for the revitalization of northeast old industrial base and state-owned enterprises deepening the reform of the policy background,the D airport in the "13th Five-Year" period is facing a complex development situation,not only to consider the change of market environment,break the bottleneck,to maintain investment the old airport resources,but also the construction and management of power transformation of the new airport,to speed up the extensive development mode in the past focus on the scale of growth,the development of attention to the intensive labor output rate and comprehensive return mode.The implementation of D airport at this stage is based on key performance indicators of performance management system,the system in practice in recent years,the company emerged from the strategic problems.Therefore,this paper studies the D airport how to apply the Balanced Scorecard in strategic transformation process,not only can realize the unity of staff awareness of the strategic goals and tasks,but also can promote the enterprise to complete the strategic task of the decomposition layers,in order to implement a specific plan of action.This paper introduces the performance management methods such as MBO,KPI,360 degree feedback evaluation method,the BSC reviews the domestic and foreign research and application status,then combined with the analysis of D airport overview summarizes the strategic transformation process of D airport human resources management features,through the design of questionnaire statistics analysis of the current performance management system,summed up the performance management of D airport is facing problems in the process of strategic transformation.The strategy oriented,problem as a guide,the strategy map of D airport,to determine the index number and weight by analyzing Delphy Fa and AHP,and puts forward the corresponding measures,the eventual establishment of a complete set of performance management system,based on the balanced scorecard.I hope through the research of this thesis,one is through the optimization of the performance management system to guarantee the strategic management of the enterprises,from strategy to get through the whole process of performance management;the two is to improve the management level of the airport internal and external competitiveness,a useful reference to the domestic airport in performance management.
