Over the past 40 years of Reform and Opening-up,Chinese economy has achieved rapid development and gained remarkable achievements by deepening market-oriented reforms and opening up to the outside world.In the new era,China has gradually stepping into an aging society.Its demographic dividend is disappearing.And the structure of labor supply has undergone profound changes,which will have an important impact on economic development.As a core contributor to the Chinese economy,state-owned enterprises have also begun to face difficulties such as shortage of talented people,low employee loyalty,and outflow of core talents etc.Further deepening the reform of the human resources system has become an important issue.Knowledge employees as the core resources of enterprise human resources are the key for enterprises to obtain competitive advantages.Therefore,in the reform process of the human resources system of state-owned enterprises,the improvement of loyalty and stimulation of vitality and creativity for knowledge employees will be important goals of the human resources system reform.This paper mainly studies the knowledge employees of state-owned enterprises,who are graduates from university and college or have intermediate technical professional titles,and have professional knowledge and management skills,etc..These employees can update their human capital through acquired learning and increase the value of themselves and the corporate in the process of innovation and application of knowledge.Administrative staff,production technicians,financial staff,and marketing staff are all belong to the range of knowledge employee in this study.At present,research on employee loyalty in both China and abroad has formed a theoretical system.By summarizing domestic and foreign existing results on employees' loyalty and knowledge employee base on the methods of literature research,standards research,and empirical research,this paper focuses on the impact of promotion,incentives,authorization and participation to employee loyalty from the perspective of human resource management models.This paper studies and analyzes a 100-year-old state-owned enterprise – CRSBG as a case and proposes targeted solutions in the aspects such as strategic human resources development planning,knowledge employees' recruitment and labor relations management,knowledge employee's development accesses and personal career development,training of knowledge employees and their personal growth,evaluation of knowledge employees and personal behavior guidance,knowledge employees' motivation and personal sense of gain,knowledge employee's authorization and commitment,and reforms of the enterprise management system,etc..The research results have practical guidance for the management of knowledge employees from companies with characteristics of state-owned enterprises.
