Study From The Aspect Of Inspection Of The Problems And Countermeasures Of Chengdu's Government Investment Program

Government investment programs are playing important role in social development and construction.While most of livelihood and social undertakes are invested by government.Therefore,it's worthy of discussing about how to arrange and regulate the proportion of government investment and how to bring the effect of "accomplish a great task with little effort by clever maneuvers" into play.In recent years,numerous problems have been occurred in governmental invest programs;and government has adopted supervision system.Chengdu has established its auditing office responding to the supervision of governmental fund program and promoting the efficient and organizing implementation of the programs.Take the government fund program for example and from the aspect of inspection,the essay referred the study results of project supervision and cost control domestic and abroad,exercising reference of inspection and government work report,field investigated the condition of programs,combining Chengdu's current condition of inspection,sorting and summarizing the types of problems of government investment programs inspected in recent years,and analyzing and proposing the approaches and suggestions.The full text is divided into six chapters,the first chapter puts forward the research background and the significance,literature review,and comparison between domestic and international project management mode.The second chapter sorts out the theoretical basis and the definition of the object of study.The third chapter specifically analyzes the general situation of Chengdu government investment projects,and takes a year for example,analyzed from the aspects of project decision-making,funding arrangements,projects issued and implementation,performance and problems existed.Some countermeasures and suggestions are puts forward in the fifth chapter: establish and improve various rules and regulations;regulate and coordinate the scope of the use of find;pay attention to supervision and inspection of the entire process of project management;establish the credibility system of enterprise and whole life cycle consideration of project;standardize more operational construction process of program.Strengthen financial supervision and financial management.This paper puts forward the countermeasures focused on sorting the regulation of government investment projects from up to down,which is helpful to sort out the idea of supervision,improve the fund use efficiency,and also has certain guidance and reference value for the financial capital project supervision of similar areas in our country.
