The Investigation Of Optimizing Organization Structure For National Tax Inspection Team In City Of Chengdu

For the past few years, with the construction of urban and rural comprehensive reform, the development of the west regions as well as the extension of opening to the outside world, more and more enterprise clusters and economic forms in Sichuan province are gathered within city of Chengdu with the highest technology, diversity of economic forms, complexity degree of trading association and modernization. It’s a new challenge unprecedented for national tax inspection team. Moreover, with the development of practice on the tax source management professionalization, the team encounters new issues:Firstly. the tax sources are relatively concentrated. In the meantime the headcount of tax inspection team is distributed. Specifically, two thirds of tax sources concentrated in down town. However, two thirds headcount of the team are located in country level department of tax inspections. On the other hand, some cases are lack of headcount, some people lack of cases. It’s awkward. Secondly, based on current organization structure, there are multiple teams from country level to city level involved in tax inspection. It causes repeating workload and increases burdening of taxpayer. Thirdly, too many people involved into the tasks, unavoidably, more external factors impact the efficiency of tax inspection.Based on that, we realize that the national tax inspection team must actively embrace these challenges. No matter on the diversity of economic forms, complexity degree of trading association or professional requirement on tax source management. We have to focus on the innovation and transformation to set up new tax inspection operating model, optimize human resources, improve working efficiency and effective prevent the risk of administration enforcement. In the new century, the organization of department of tax inspection was reformed times. In2003, we reorganized tax inspection department in city. All country level tax inspection departments combined together as one department with city level. It directly reports to City National Tax Bureau. In2009, in order to take care of the continually increasing on tax sources as well as the complex of business model, we divided city tax inspection department into5sub teams. In2012, to ensure we comply with the requirement on modern tax rule system, ensure tax inspection is mainly handled by City National Tax Bureau, ensure we comply with the requirement on integration, team-oriented, the National Tax Bureau Integration Tax Inspection Team was assembled.Recently, we keep on reforming the tax inspection system. At the critical moment of innovation, we extremely need the theory to support. The city level tax inspection team has been set up. However, it still follows the traditional government organization structure. The main issue here is that the tax inspection process is lack of records. The ossified inspection knowledge can’t easily fit in the rapid changing of environment. To a certain extent, it restricts working efficiency. With the in-depth analysis on the current organization structure of National Tax Bureau Tax Inspection team in Chengdu, this article would like to find out the issues. By comparison analysis on main influence factors of organization structure setting up, we would like to bring in matrix organization structure. Based on the incoming tax inspection tasks, we would like to set up projectized tax inspection matrix organization, investigate the operation and management mechanism, ensuring the high efficient operation. Ultimately, helping the tax inspection team to meet the requirement from inside on flexibility and efficiency and meet the demands from public on openness and transparency.
