Urban greening is one of the indispensable key elements of the urban ecological environment and Quality of life,A broad sense of greening inspection is through regular inspections of urban greening area,looking for Random construction,Randomly occupying green space,Greening damage,Illegal and irregular business practices in the park and Hazards of forest fires and so on,And for the problems found need to be located,reported and processed timely;Long-term since,our country landscape management compared with other industry has been in a primitive,loose,extensive state,all kinds of greening problems in the city have been shelved for a long time,not only greatly affected the citizen's sense of the city,and also increased the social accident probability,increase social management cost;For greening inspect itself,due to personnel engaged in greening patrol generally older,and they're scattered around the city,is more difficult in management,also greatly influence the efficiency of the green patrol.The greening management department of City G is aware of the above-mentioned problems,in order to improve the traditional greening inspection business capabilities,it has developed a mobile inspection APP,and deployed intelligent equipment such as video surveillance and directional broadcasting in key areas of the city.However,due to various reasons such as personnel and system design,the system has been operating for a period of time,and there have been key problems such as poor targetness of inspectors,passive idleness,low utilization of smart devices,poor participation of residents,and poor feedback,use effect is far from expected.This paper refers to the relevant thinking of multi-center collaborative governance theory:First of all,I sorted out the domestic and foreign data on relevant issues,and re-sorted out the existing organizational structure,business process and implementation object of greening inspection work in G city on the basis of the basic understanding of the issues.Based on the analysis of the existing business data and the in-depth investigation of the front-line inspectors,this paper summarizes some problems in the current greening inspection process of G city.In view of the existing problems,this paper further conducts in-depth analysis through fish-bone analysis and 5way analysis,and finally identifies two key activities that lead to low inspection efficiency and low input-output ratio in G city: the lack of top-level system design and the lack of support in the background management.Based on the above achievements,As a universal model of multi-center collaborative governance theory-SFIC,this paper is based on this model,a basic model of collaborative governance to improve the efficiency of greening in G city was constructed.Based on this model,the key problems analyzed above were combined.the basic framework of the new greening inspection and management system of G city is constructed at the institutional level through four levels: work standard,tracking supervision and performance appraisal standard,informatization provider management standard,and government/people relationship and interaction standard.In terms of management support,the paper proposes to strengthen the role and function of information service providers,and increases the inspection subject of ordinary citizens,and constructs a new organizational structure of loose multi-center greening inspection.Finally,combined with the results of system restructuring and organizational restructuring,the original overall solution of the basic process of greening inspection business was redefined from six stages of avoidance,preparation,diagnosis,control,solution and profit according to augustine's six-stage modelFinally,through the analysis of operation data,the effectiveness of the optimization scheme in improving the inspection efficiency of greening in G city was demonstrated from the aspects of economic effect evaluation,ecological effect evaluation and social effect evaluation.
