All along,in the economic and social development of our country,the issue of employment and reemployment has always been a strategic issue that the party and government attach great importance to.In western economics,about the relationship between unemployment and economic development has a very famous hypothesis that Okun’s law,"to maintain an average annual 3% in GDP,GDP every 1% increase will lead to decline in the unemployment rate 1%".Okun’s law vividly reveals the relationship between economic growth and unemployment,and explains the win-win situation in economic development and employment promotion in the economic development of a country or region.This is worthy of our theoretical and industry to learn from.Panzhihua is a typical traditional industrial city and resource rich city in our country.Since the middle and late 1950 s,it has benefited from the rich resources of steel and the rapid development of economy and society.However,after entering 90 years in twentieth Century,because of excessive reliance on the development of Panzhihua Iron and steel industry,Panzhihua’s economy has entered the dilemma of "Xingcheng enterprises are strong,enterprises are weak and enterprises are weak".Since twenty-first Century,facing overcapacity,slowing demand and environmental protection pressure gradually increased,Panzhihua city gradually accelerate the transformation of economic structure,trying to find a path through the upgrading of the industrial structure optimization and economic structure of resource rich city transformation development road.However,in the process of gradually optimizing the economic structure of Panzhihua City,with unemployment and re employment problem is very prominent,if handled carelessly will give serious impact on Panzhihua’s economic structure optimization and sustainable economic and social development.This article is based on this background,the re employment problem of system research on Panzhihua economic structure transformation,economic restructuring as an opportunity to promote and enhance the quality of employment and employment as the starting point to accelerate the strategic adjustment of industrial structure,leading to local economic and social sustainable development of Comco health.In this research,knowledge and methods of comprehensive use of industrial economics,development economics,theory of sustainable development of human capital theory and mathematical statistics and other related disciplines,focus on the systematic study of the re employment problem of economic restructuring in the city of Panzhihua,in the analysis,comparison and reference of the western developed countries,the traditional industrial city economic structure optimization in re employment and on the basis of the experience,put forward China’s traditional industrial city economic structure transformation in the re employment optimization ideas and countermeasures.Generally speaking,the main content of this article consists of six parts: the first chapter is the introduction,it is the premise of this study;the second chapter is the key concepts and theoretical basis,which is the theoretical basis of this study;the third chapter is the research object and methods,it is practical for this study;the fourth chapter is the research results and analysis.It is the focus of this research;the fifth chapter is the employment mode and Its Enlightenment to the developed countries of traditional industrial city economic restructuring,it is the key of this study;the sixth chapter is to strengthen the rational measures of re employment of economic restructuring in Panzhihua City,it is the results of this study.Overall,compared with the similar research in this paper has certain degree of theoretical innovation and practical significance of this study,which is conducive to the traditional industrial city economic structure transformation in the new mode of employment research,is conducive to Panzhihua city’s economic and social sustainable development for health,through studying and drawing lessons from the employment pattern and the useful experience of western in developed countries,the traditional industrial city economic structure optimization,from macroscopic and microcosmic "three-in-one" viewpoint and re employment countermeasures,so as to provide scientific reference for the transformation of the economic development in Panzhihua City,from the traditional industrial city Chinese especially the transformation of economic structure and resource concentration of the city,to promote the depth of the new road to industrialization in China the implementation,lead to China’s economic and social development.
