Since the founding of new China,our country's the resource-based city has been developed for more than 60 years.Quite a few of them have entered into the exhaustion and exhaustion of resources,which are facing serious social and economic problems.Although many are in the mature period,they still face many problems in the system and mechanism,reform and development,social livelihood.These issues in the context of structural reform of the supply side,the objective requirements for the realization of transformation and sustainable development are increasingly strong.Panzhihua city is an iron industry as the characteristics of the typical resource-based city in mature period.During a long period of time of transformation development,has become the typical and successful transformation of resource-based city.Aimed at the Panzhihua municipal government to promote the transformation of resource-based city case as the research object.This paper in-depth analysis of the Panzhihua city municipal government to promote the transformation of the city and the practice of antecedents and consequences initiatives.Summarizing the experience and lessons,combining with the existing problems and difficulties in the transformation of the city,to provide suggestions for the optimization of Panzhihua city transformation and development path and policy measures.At the same time,it also can provide some reference for other resource-based cities.This paper takes Panzhihua city to promote the transformation of resource-based city problem as a case.From a relatively small perspective.This paper analyses the transformation of the main problems of the background,research status,approach,and preliminary results under the new situation,respectively.The main content of this paper is divided into the following parts: the first part describes the background of the case and clarifies the relevant concepts about the transformation of resource-based city.It can promote the transformation of resource-based city to analyze the significance of the government.The second part,through the collation and analysis of the relevant materials,analyzes the research status of China's resource-based cities and the necessity of transformation.In the third part,the author explains the main practices,the preliminary results and the main problems of Panzhihua city municipal government in detail.The fourth part,through the analysis of the current environmental conditions in Panzhihua city,puts forward the necessity of further transformation of government under the new situation.The fifth part is the experience and enlightenment of the transformation of resource based cities.The sixth part,through the research and analysis,puts forward the policies and countermeasures of Panzhihua city government to promote the transformation of resource-based cities.The seventh part is the summary of the case.
