Our country has made remarkable achievements after60years’development of economy, emerged a large number of resource-based cities in the process, including coal city, forest industry city, oil city etc. Among118resource-based cities, the number of forest resource-based city is less than coal city ranked second. With the development of economy, many forest cities faced with the difficult situation of resources exhausted. The national development and Reform Commission identified6forest resources exhausted cities and9forest resources exhausted counties in three times, these counties enjoy the financial transfer payment policy, all these regions are required for economic transition. If you want to break the predicament of the depletion of forest resources to achieve sustainable development, coordinating the development of industrial structure and employment structure is the point. This paper selects6identified forest resources exhausted cities as the sample, and makes research on its development of industrial structure and employment structure from1997to2010.This paper reviews the relevant researches at home and abroad, combined with the actual situation of the6forest resources exhausted city development, to promote forest resources exhausted city industry structure and employment structure coordinated development as the purpose, carries on the following research work:First, introduces the general situation of forest resources exhausted city In China, makes an analysis on the current situation of forest resources exhausted city from several aspects, including basic situation, development history, the overall situation of the forest resources exhausted city and facing major problems and so on. Second, using the Cobb-Douglas function to analyze the contribution of employment to economic growth in forest resources exhausted city from1997to2010, and also analyze the interactive relationship between the city’s industrial structure and employment structure, through the above analysis to show the evolution of industrial structure and the employment structure in this type of city, find out its changing law. Overall, during the study period, the economic growth of forest resources exhausted city is driven by investment, but the economic growth doesn’t increase the employment as respect, the majority of city appears a decline in employment trends, and also shows the development of forest resources exhausted city in accordance with the path described by Petty-Clark Theorem. Third, using correlation analysis method to analyze the pertinence between the industrial structure and employment structure in forest resources exhausted city, and also to analyze the employment elasticity in tertiary industries and labor capacity factors, in order to make a complete understanding of the relevance between the industrial structure and employment structure in forest resources city on the basis of it. Fourth, using structure deviation degree and lag time index to study the coordination degree between the industrial structure and the employment structure, shows that deviation between the industrial structure and employment structure exists in each city, but the lag of the development of employment structure is not obvious. Fifth, on the basis of this to analyze the main problems what cause the industrial structure and employment structure into unbalanced situation, and to explore its influence factor, finally puts forward some relevant policy suggestions.
