Under Regional Perspective Resource Type City Industrial Structure And Economic Transition Strategies

The resource based cities development is accompanied form the resources development and utilization,with the development of resources,The resource based cities are facing industrial structure is single, the three industry development is not balanced, resource dependence, resource depletion and so on problems seriously restrict the development of resource based cities.Therefore, the resource based cities start economic transformation is the inevitable choice to achieve sustainable urban development.This paper takes the typical mineral resources city of Panzhihua as an example.By using the method of literature review, data collection analysis and comprehensive analysis,division the Panzhihua city resources development and economic development course stage,and analyze the relationship between resources development and economic development;Then use the shift share analysis model in Sichuan province and Panzhihua city at the same time as the reference,to analysis Panzhihua three industrial structure and internal structure, the county economy and the three industrial structure of the county in 2004~2013years.Through the analysis, the following conclusions are drawn:(1)Panzhihua city resources development and economic development in the course include four mainly stages : Industrial development of mineral exploration(1965~1974 years),Mining and iron and steel base formation period(1975~1985 years),resources comprehensive development and the period of industrial diversification(1986~2003 years),the comprehensive utilization of resources and the development of circular economy(2004year~so far).In these four stages,the resources development from the initial development of a single mineral resource development to today’s comprehensive development and utilization of resources,the economic development from a single industry to today’s industrial diversification and diversification of development.The resource exploitation and economic development indication:the resources development has strong stimulating effect to the economic stimulating effect;the resources development and economic development with synchronization;Large and medium sized enterprises are the main body of the regional economy(accounted for 17.3% of large and medium-sized enterprises accounted for 67.6% of total industrial output value);Industrialization continues to advance, but the industry heavy duty obvious(the average specific gravity of the past ten years was 93.8%).(2)In the three industry of Panzhihua city,the second industry growth rate,The regional industrial sector is the largest(Gij=451.6),strong contribution to the economy(Pij=391.7),but the regional competitiveness is weakest(Dij=-190.71);Third industry competitiveness is largest in the three industry(Dij=9.8),but the industry growth in the second industry, the growth rate is slow;the first industry industrial growth is the smallest(Gij=16.8),the contribution to the economy is small(Pij=12.44),but its regional competitiveness is stronger than the second industry.In the internal department of the first industry,Agriculture has great contribution to the economy of the first industry, and it has good basic condition;followed by animal husbandry and fisheries, while the worst forestry, growth is negative.In the internal sector of the second industry, industrial growth and growth rate is far greater than the construction industry,in the second industry has an absolute advantage, but in terms of regional competitiveness is poor, less than the average level of Sichuan province.In the internal sector of the third industry,the of financial insurance industry and wholesale retail trade has better development,but its regional competitiveness relative to other departments is poor,And its status is declining.(3)In the economic development of each county in Panzhihua city,mainly in the eastern and western area urban economy compare with mainly in the Renhe District, Miyi County, Yanbian county county economy development has a more obvious gap.Which led to the overall economic development of Panzhihua is not coordinated.In the county economy,Eastern area economic development is better,Especially the development of the second industry and the third industry,the contribution to the economy is great, but the economic growth rate is slow,and the first industry in the county in the development of the worst.The western economic growth in Renhe District, but faster than the average level of Panzhihua city,the three industry in the county in the development are poor.Renhe District has fast economic growth and good regional competitiveness,the development of the three industry in the county in the middle of the middle, there is a greater potential,but the role of regional competitiveness in economic growth is minimal..Miyi county economic growth rate is slow, but the overall structure of the economy is good,the first industry in the each county is development of the best,the second and three industry development after the East and Renhe district.Yanbian has slow economic growth,in addition to the first industry has a better competitive,the second and three industry development worse in each county.The course of resource exploitation and economic development in Panzhihua city and the relationship between them,The deviation of industrial structure in the three industry and the industrial structure in Panzhihua city from the result of the share analysis.The main problems of economic development in Panzhihua:Industrial dependence on mineral resources is strong, industrial heavy duty obvious; the comprehensive utilization of resources is not enough and the coordination of regional economic development is poor; the development gap between urban economy and county economy is too large, and the regional agglomeration of economy is too prominent.So take the following measures:Rational exploitation and comprehensive utilization of resources, and promote the sustainable development of economy;Optimize the three industries and the internal structure, and promote the adjustment of industrial structure;Promote the coordinated development of county economy, narrow the gap between the county economy.
