Research For Present Situation Of The Tertiary Industry Development And Its Countermeasures In Chongqing

As the fourth municipality, Chongqing has been greatly increasing its GDP and per capita productivity and has been keeping a rapid growth and improvement since it obtained its municipal status. With the development of its economy, some problem emerged. The industrial structure is unreasonable, the tertiary industry development falls behind, the industrial level is under-developed, the proportion of the tertiary industry is small, the dual structure of urban-rural is obvious, the city is facing the problem of layoff workers and unemployment in countryside. The tertiary industry has not improved the dual structure of urban-rural and enhanced the employment rate. So, the research for the universal law of the tertiary industry development, and according to Chongqing's actual situation, in view of the difficult position which emerges, discovers the restriction factors of the industrial development and formulates corresponding countermeasure.The paper reorganizes the related theories of the industrial development and restructure, firstly, from the angle of industrial structure development, tries to analysis the role of the adjustment of industry restructure to sustained development of the overall economy; secondly, basing on the study of the condition of industrial structure of Chongqing, we compare it to Beijing, Shanghai etc., and we obtained the conclusion:NO.1: the transfer of employment in rural area is to the break of the dual structure of urban-rural, the development of the tertiary industry can enhance employment rate and has positive impact on the industrial adjustment. NO.2: the level of development of tertiary industry is low, traditional industry's increase occupies the absolute advantage, the emerging industry development is insufficient; NO.3 Being the only municipality in West China, it falls far behind in amassing human resources than Beijing and Shanghai, the talented person is the key aspect to the success of tertiary industry, and it also promises the overall performance. Most universities in Chongqing situated in downtown, there are few of them situating in other areas.According to the research, we conclude, and we also propose some useful suggestions to the existing problems in order to improve the security market, help the industrial growth and the adjustment of industrial structure, make them grow in harmony.
