Discuss Adjustment Of Industrial Structure In Resource-based Cities

Resource-based Cities are those industrial cities which have the leading industry relating to mining, processing, and utilizing natural resources. Resource-based Cities relying on natural resources to develop are petroleum-based cities including Daqing, Dongying, YuMen, Kelamayi and coal-based cities including Hegang, YangQuan,Huainan,Pingdingshan, Fushun, Datong, HuoLinguoLe Liupanshui and cities mainly depend on iron and steel, copper and other resources to develop.These resource-based cities develop rapidly relying on the rich natural resources and promote the development of other industries. After all, natural resources are non-renewable resources. With the rapid development of industrial economy, natural resources sharply reduce. If these cities keep the original industrial structure mode constant, the resource-based cities will eventually recess because of exhausted resources. Therefore, when the resources have not been exhausted today, we must realize the necessity to transform the industrial structures, and look for many kinds of ways of optimization methods for the industrial structure transformation of resource-based cities.Demands to crude oil of our country continued to rise, and high oil prices will lead to the cost of crude oil rising. However, rising costs will eventually passed on industries of China to undertake, so as to reduce the industry’s profits, therefore our country should strengthen China’s coastal oil exploration. Underground of The South China Sea and the East China Sea has contained rich oil and gas resources, and strength exploration of these places can increase China petroleum’s self ability and reduce dependence on foreign oil. The use of resources related to economic sustainable development of Dongying city and Shandong province.In order to enhance sustainable use of natural resources of resource-based cities, these cities must attenuation and lacking of overall planning, resource-based cities have accumulated many problems and contradictions, including unreasonable economic structure, labor uneven distribution of labor in different industries and destroyed ecological environment.The scholars at home and abroad studied the transformation of the industrial structures of resource-based cities from different angles. Some cities also implemented industry conversion in practice. But, different resource-based cities have different paradox. A city has both the unique advantages and various factors to restricted economic development and resources development. Therefore, when the cities transform and adjust industrial structures of resource-based cities, they should not use the successful experiences directly, and they must need to be much more specific in the analysis.This paper uses qualitative analysis to analyze the industrial structure of Dongying city, and proposes the countermeasures of the transformation of the industrial structure. In this paper, we analyzes three industries in2010, the four stage of industrial structure evolution, the internal constitution of three industries, structure industrial structure similarity coefficient and industrial structure deviation degree of Dongying city. From our analysis, we can see there are simple industrial structure, strong dependence resources, unreasonable industrial structure, short industrial chain, unbalanced development of regional economy problems and so on.In addition, this paper analyzes successful industrial transformation case of resource-based cities at home and abroad, such as Germany’s Ruhr, Houston of the United States, Japan’s Kitakyushu area, Lorraine area in France and Baiyin area of Gansu and so on. This paper sums up the references of successful transformation of these successful cases to the industrial structure of Dongying city. What’s more, the paper also analyzed the directions of industrial structure adjustment and the main measures of industrial structure adjustment in Dongying city. At last, we provide some reasonable policy Suggestions to the adjustment of industrial structure of Dongying city.
