China’s tobacco industry is one of the few only units linking government function and enterprise management,since the reform and opening,the monopoly of the tobacco companies to achieve the rapid expansion of the scale,with the arrival of the new economic norm,the tobacco company’s internal management system also needs to be further optimized,one of the important work that is establishing the performance evaluation system of tobacco companies fitting for modern enterprise system,Hanzhong tobacco industry plays a decisive role in Shanxi province.Therefore,the research of performance evaluation system of tobacco companies,which has important value in theory.This paper gives a theoretical study on enterprise performance,performance evaluation methods,combined with the author to learn management theory and experience in working in a tobacco companies,on the analysis of the present performance appraisal of Hanzhong tobacco company’s problems and their causes,mainly to optimize the performance evaluation system of the branch/functional department.The optimizationfor performance evaluation system of the branch,include 4 first level indicators,13 second level indicators,and use AHP as a quantitative index to give the weight.The functional department is divided into three sections,namely:the production of tobacco and cigarette sales management plate,plate,plate monopoly management integrated management,key performance indicators,360 degree performance appraisal method,optimizes the performance appraisal system.In the application of assessment results,the application of the assessment results is linked to the total performance salary,which fully considers the linkage between the branches and functional departments,and optimizes the organization and process of performance appraisal in Hanzhong tobacco company,the organizational system of performance assessment is optimized,the relevant leadership institutions,and the management departments of all kinds of assessment and their responsibilities have been clarified.
