Human resources management has become an important part of modern enterprise management.Since performance appraisal is one important component of human resources management,it becomes especially important to establish an efficient,suitable system for performance appraisal management.In the modern society,where the competence of the enterprise relies more and more on the quality and capacity of their employees,effective system of performance evaluation,scientific system of rewards and punishments,and management of career paths are important bases for attracting outstanding talents to improve the competitiveness of the enterprise continuously.Only by founding performance evaluation systems based on capacity and and achievements,and putting emphasis on the career development of the employees can the enterprise gain an advantage in the competition of personnel market so as to gain the initiative in the market.Based on the literature study,on-the-spot investigation,in-depth interview,with QD Port sub-company as an example and the strategic objective of the enterprise as a guide,using the basic theory and approach in human resources management and performance appraisal,this paper has analyzed the present situation and problems of the staff performance appraisal system in QD Port sub-company and pointed out the deficiency of the present appraisal system in the aspects of appraisal scale(including index,standard,etc.),organization,implementation,results feedback and organization guarantee measures.Focusing on the problems and causes,based on the present situation of the port,the paper proposes the purpose and principle of the performance appraisal system optimization,and countermeasures such as selecting key performance appraisal index,revising the appraisal standard,determining the index weight,improving appraisal procedure,applying results feedback,and safeguard measures to perfect the evaluation purpose,content,standard and methods,etc,clarifies the appraisal implementing personnel,appraisal period,and implement safeguard measures,in the hope of providing reference for human resources management staff in implementing performance appraisal system.It is expected that the paper can serve as reference for QD Port sub-company and state-owned small and medium-sized enterprise in staff performance appraisal.
