Study On Prewarning And Precaution Of Poverty Risk In Poverty-stricken Areas In Anhui Province

In the 1980 s,China began to vigorously promote poverty alleviation in rural areas and devoted itself to solving the problem of food and clothing for the poor.However,the content of poverty has changed along with the development of society.Solving the problem of relative poverty has become the main task of poverty alleviation.Problems such as education,health,and ecological environment derived from poverty have also exerted extremely negative influence on the poor areas.By the end of 2017,there are still more than 30 million poor people in China who are living under severe conditions.In order to achieve the goal of getting rid of poverty in 2020,focusing on solving poverty in poverty-stricken areas has become the center of all poverty alleviation work.Based on the summarization of related studies on early warning and prevention of poverty risk,this paper combines the reality of poverty alleviation in China’s impoverished areas,adopting a combination of theory and practice.Firstly,it constructs poverty risk early warning indicators,poverty risk early warning models,and prevention systems.Secondly,field surveys were conducted on impoverished farmer households in Yinzhou District,Yinquan District,Yindong District of Fuyang City,and Wangjiang County of Anqing City.According to the field survey data,the simulation of risk warning and prevention is conducted.The fuzzy comprehensive evaluation method is used to establish the risk level of poverty risk in Fuyang City and Anqing City,and the corresponding risk prevention measures are proposed based on the poverty risk levels of Fuyang City and Anqing City.Finally,the paper summarizes the full text and puts forward policy suggestions for effective resolution of poverty risk.Through analysis of the poverty risk in Fuyang City and Anqing City in 2017,farmers in poverty-stricken areas are vulnerable to poverty due to factors such as health,education,labor ability,and skill level.According to the relevant research data,the poverty-stricken areas in Fuyang City and Anqing City simulate the poverty risk.It was found that the comprehensive risks of poverty in Fuyang City and Anqing City were in the light risk range.The poverty risks faced mainly included health risks,education risks and income risks.However,survivability risks and development capability risks faced by the impoverished and poor areas in Fuyang City are more severe than those in poverty-stricken areas of Anqing City.The early warning and prevention studies in Fuyang City and Anqing City have atypical demonstration role in the entire impoverished areas of Anhui Province.Therefore,the article combines different poverty development situations in different regions,and proposes measures to prevent the risks of poverty,inclouding developing special industries,changing outdated ideology,increasing social security and other measures in poverty areas in Fuyang City.And it also proposes measures to prevent the risks of poverty in Anqing City,inclouding strengthening traffic construction,developing the tourism industry and providing employment opportunity.Finally,this paper proposes policy recommendations for the early warning and the prevention of the poverty risks.
