In recent years,housing prices have risen steadily in various regions,more and more lowincome people are suffering from housing problems.A powerful measure of government-subsidized housing as the government to solve the basic housing problem of family housing difficulties,the large-scale investment and construction is urgent in need,but the shortage of financial resources has been restricting the implementation of the project landing.And the introduction of PPP mode,so that social capital to participate in,can effectively alleviate the financial pressure and improve the level of project construction and operation.However,due to the relevant practice of governmentsubsidized housing in the PPP project,the project investment is large in scale,the long payback period is long and the number of participants is large,which makes the social capital in the process of implementation of such projects need to face more investment risk factors.Therefore,it is of great practical significance to carry out the comprehensive evaluation of the investment risk of such projects from the perspective of social capital.The evaluation result can make reasonable investment decision for social capital and provide reliable basis for risk prevention and control.In this paper,the investment risk of PPP project of the government-subsidized housing is the main research content.Firstly,the theory of the government-subsidized housing and PPP mode is expounded,and the participant,operation mode and investment risk in PPP project of the government-subsidized housing are analyzed in detail.Secondly,it described the connotation and common methods of risk identification,and chose the WBS-RBS method to establish the system risk of the investment risk factors in the whole life cycle of the project from the perspective of social capital,and used the interview method to further increase the investment risk factor screening and finishing,so as to build the PPP project of the government-subsidized housing investment risk evaluation index system.Then,after comparing the various risk evaluation methods,it is decided to construct the risk evaluation model based on the gray system theory and AHP method,and the building steps of this model are introduced in detail.Finally,based on the PPP project of the government-subsidized housing in G Economic and Technological Development Zone,the evaluation model is used to analyze the investment risk level of this project,and some countermeasures and suggestions are put forward according to the evaluation results.
