Study On The Comprehensive Evaluation Index System Of Governmental Supervision Capability Of Food Safety

Food is the paramount necessity of the people, and safety comes first for a diet. Food safety issues not only affect people’s lives and health, but also restrict the economic development and social harmony and stability, and also relates to the prestige and image of the government among the people. However, in recent years food has become increasingly unsafe, such as poisonous pot, poisonous rice, bread and other food safety incidents staining frequently. Food safety issues intensified and international food safety issues have become the focus of public concern. At the same time, food safety supervision and management also become the focus in the academic circles.However, regulatory practice proved that the effect of government regulation of food safety is not satisfactory. The factors of leading to the result are varied, and the core is the insufficient government regulation ability of food safety. How to determine the ability of government regulation of food safety has improved. Building a scientific and reasonable evaluation index system of its judgment is an important issue currently facing.The researches of existing literature results show that most of exports take different points on evaluation of government regulation capacity of food safety, such as regulatory system, coordination mechanisms, performance and so on. And the concept of government regulation capacity of food safety is fuzzy. The theory of government capacity provides a very good idea to define the connotation of food safety government regulation ability. Starting from the connotation, we can build a more scientific and more reasonable evaluation index system of government regulation ability of food safety, and evaluate effectively government regulation ability.By the methods of literature study, expert interview, system analysis, etc, the paper studies the proposition of comprehensive evaluation index system research on government regulation ability of food safety. The main research content includes the following several aspects. First of all, the paper introduces the background of the topic and significance of the research, and carries on the literature review, and shows the research ideas and the content of each chapter. Second, studying the theory and method, the paper proposes the concept of government regulation ability of food safety, and introduces the principles of building index system and the methods about Delphi method, Factor analysis and Analytic Hierarchy Process, and provides theoretical basis for the later research. Third, building the evaluation index system of government regulation ability of food safety, based on the connotation of government regulation ability of food safety, the paper constructs a preliminary comprehensive evaluation index system from two aspects including resource ability and the ability of performing functions, and repeatedly revises comprehensive evaluation index system through the way of questionnaire, and uses factor analysis method to select indicators and verify the system, and adopts Analytic Hierarchy Process as the main method for weighting, so builds out the comprehensive evaluation index system of food safety government regulation ability. Fourth, the paper adopts the multi-level fuzzy mathematical evaluation model to evaluate government regulation ability of two cities in Yunnan province, and analyzes the reason and put forwards some suggestions to promote regulatory ability of food safety for DQ state. Finally, summarizing the full text, and pointing out the limitations and the outlook.
