Research On Data Quality Management Of AIS System Of DH Bureau In S City

In recent few years,according to requirement of "the 12th 5-year development strategy and plan of transportation informationalization for highways and waterways" issued by the Ministry of Transport and the requirement of the IMO member states,the national watershed management department at all levels began the transformation of management functions and business to build AIS System(Automatic Identification System).As one of the most developed areas in China,S City is taking the lead role to introduce AIS systems.The DH bureau in S city is the administrative and law enforcement department of the Shanghai inland river basin.Since 2010,the AIS system has been started to implement and 23 AIS base stations and one data center has been built in the river basin within 3 years.However,since the official operation in 2013,a variety of data quality issues have been found during the actual operation of the AIS system,which did not play the expected role.According to the operation status of AIS system of DH Bureau in S city,this paper comes up with the data quality problems of data sources and data acquisition/transmission in the AIS of DH Bureau.The conclusion is made through the field data sampling,field test data comparison,interviews with national authoritative radio laboratory staff and interview of maritime department first line management System.Proposals are made from three aspects of internal management,technical level and the prevention mechanism to improve the DH Bureau 's AIS system data quality.
