Study On Vegetable Target Price Insurance In Shandong Province

Under the national policy vigorously support,China’s agricultural insurance products increasingly rich,farmers insurance consciousness raising rapidly,all kinds of index class of insurance products releasing and the pilot,including vegetable price target of insurance.Vegetable target price insurance,as an important measure of benefit farmers policy,has the function of dispersing and resolving price risk.Produce abnormal fluctuations in market prices not only affect the level of farmers’ income,but also directly affect the consumption level of the general public and the society as a whole,the welfare effect brings to the industrial chain of the whole agricultural production related significant impact.Shandong province is one of several provinces and cities of China’s earliest pilot vegetable target price insurance,currently there are seven cities and 13 counties to carry out the vegetable target price insurance pilot work.The insured crops include Chinese cabbage,potatoes,garlic,garlic bolting,and five green Onions.In this paper,through on-the-spot investigation and case study the research method of combining the status field investigation and research,Feicheng,Jinxiang,in-depth farmers and the countryside local vegetable wholesale market,visit to the insurance company and the local price bureau,the farm bureau understand local vegetable price target of insurance operation and works,analyzes the present situation of Shandong vegetable price target of insurance and find the existing problems,in view of the problem put forward the corresponding policy recommendations.First of all,this article under the price bureau to provide data support in Shandong province,Shandong province vegetable price target of insurance for the system analysis,the results of pilot area for distribution,vegetable varieties of ginseng,ginseng protect size of vegetables,vegetable farmers insurance,commercial insurance company claims of such specific issues are analyzed.The existing problems in the development of vegetable target price in Shandong province are presented.Secondly,selected the spot investigation,three pilot counties for each research area county has carried on the concrete case analysis,in-depth knowledge in the process of investigation and research the specific operation of each pilot counties,in the research processof data collection for each pilot counties after the results is analyzed.Finally,the conclusion summarizes the data analysis and field investigation to obtain the information,in view of the operation process of Shandong vegetable price target of insurance problems from three aspects:government,insurance companies,farmers,put forward the corresponding policy recommendations.
